6 Feasibility Study on Small-Scale CDM Project for Wind Power-Based Rural Electrification in Vietnam - Executive Summary Significance and Objectives of Study The average electrification rate for households in Vietnam was 87% as of September However, this rate is far lower in coastal and mountainous areas of remote islands and some other regions, leading to calls for electrification as soon as possible. Even in areas that already have electricity, particularly remote islands, there are such problems as high electricity charges and limited generation hours in order to conserve energy. This need for conservation is due to the fact that their power supply is dependent on generation using expensive fuel oil. The Kyoto Protocol to reduce greenhouse gas emissions took effect on Feb. 16, 2005, following its ratification by Russia in October This obliges Japan to attain its goal of reducing greenhouse gas emissions by 6% from the 1990 level and therefore to promote CDM projects jointly with developing countries, as well as to take appropriate measures domestically. Under these circumstances, wind power generation is drawing strong attention as an on-site power source for rural electrification, and as an alternative to petroleum energy (leading to a reduction in generation costs) and as a renewable energy source effective in the prevention of global warming. There are strong calls in Vietnam also for the diffusion of wind power generation. However, wind power is barely utilized for power generation due to the fact that concrete, detailed studies for the realization of wind power generation have yet to be carried out in Vietnam. This is despite the fact that the middle and southern coastal areas of the country are said to have strong winds. Taking these factors into account, we carried out a preliminary study for the realization of wind power generation in the middle and southern coastal areas of Vietnam. In the study, a list of promising candidates sites was compiled, and a preliminary feasibility study carried out. On the basis of the results of this study, we aim to carry out a more detailed study on the feasibility of wind power generation in specified areas in coordination with the relevant Vietnamese institutions, in the hope of promoting this as a CDM project Outline of Study Results Wind power generation as a CDM project in the middle and southern coastal areas of Vietnam including remote islands appears highly feasible in view of the needs in the local communities and the prevailing wind conditions. (1) Significance of Wind Power Generation in Vietnam a As there are many locations where there are prevailing strong winds, there are active clear calls to actively utilize wind power as an alternative to costly diesel power generation to facilitate rural electrification.

7 b In Vietnam, there are three problems in promoting wind power generation (1) lack of funds, (2) lack of data on wind conditions and (3) lack of technology and technical know-how. Currently available data on wind conditions are mainly limited to data collected by regional meteorological centers in Vietnam, and they are not particularly useful for mapping out programs for wind power generation. Data collected by these meteorological centers are based on manual measurement done every three to four hours at two to three locations in each province (12 m above the ground). (For wind power generation programs, data on wind conditions 50 to 60 m above ground level need to be collected at points close to the generation sites.) Feasibility studies have so far been conducted by various Vietnamese and overseas institutions. However, only a few of them have led to the implementation of real projects as the studies, which were based on the data collected by the meteorological centers, were not useful. Additionally, there is no reservoir of technical knowledge as Vietnam has only one large-scale wind power generation facility the 800 kw facility that started operations on Bach Long Vi Island only recently. c Under these circumstances, there are only few projects under way based on a concrete analysis of wind conditions, although there are many locations where wind power generation is deemed feasible. At present, the project where most progress appears to be being made is on Phu Quy Island. Here data have been collected from a 60 m-high observation tower since July d There is a strong need for wind power generation, particularly on remote islands. In these places, people are dependent on costly diesel power generation, and the electrification rate remains low. The need is also strong in coastal areas on the mainland in view of the effective use of renewable energy and the need for attracting foreign capital through the implementation of CDM projects. e The Ministry of Industry (MOI) has launched rural electrification projects using renewable energy and started mapping out policies and procedures to facilitate these projects.

8 (2) Feasibility of Wind Power Generation in Middle and Southern Coastal Areas of Vietnam a Mainland Vietnam In consultation with the relevant Vietnamese institutions, we carried out on-site surveys in the Tu Bong District of Khanh Hoa Province and the Ca Na District of Ninh Thuan Province. An Indian firm has conducted an on-site survey, but no program is under way at present. Average expected selling price of electricity is VND/kWh. (one yen is approx. 140 VND). Feasibility is not high, given the above-mentioned annual average velocity. Surveys were carried out mainly on Phu Quy Island, Phu Quoc Island and Ly Son Island, on which EVN is placing priority for rural electrification, as well as on Tre Island, where a strong need for wind power generation was confirmed in the first survey.
