1 リバーフロント研究所報告第 29 号 2018 年 9 月 かわまちづくり整備地区における地域主体のにぎわいに関する一考察 Consideration for Community-led Prosperity in Waterfront Utilization Development Districts まちづくり 防災グループ次長竹内秀二自然環境グループ主任研究員都築隆禎まちづくり 防災グループ研究員阿部充まちづくり 防災グループ研究員松尾峰樹企画グループグループ長柏木才助主席研究員光橋尚司 地域と連携してまちづくりと一体となった河川や水辺の整備 利活用を推進する かわまちづくり支援制度 により 平成 30 年 6 月現在全国で 191 箇所の かわまちづくり が登録されている 本制度のもとで地域の方々や利用者の視点から河川管理施設や利用施設等のハード整備が進められている箇所では 地域の 資源 や 知恵 を活かして河川や水辺の利活用が一層促進される取組みが期待されている 本稿では 茨城県と栃木県を流れる那珂川の中流部にある かわまちづくり登録を経て整備された かつら地区 ( 茨城県城里町 ) で行われている季節のイベントの内容とアンケート調査結果を報告する イベントには 複数人数で家族や知人グループでの参加が多く 竹炭などの特徴的体験があると地元以外にも広い範囲からの参加が認められた 移動手段は毎回を通じて全員が自家用車であった 自由意見では 自然体験 環境学習 おいしい地元食材に対する喜びの声が寄せられ アスレチックや体験への要望が記載されていた キーワード : かわまちづくり にぎわい 利用者 自然 環境 学習 体験 アンケート調査 意見 Through the Waterfront Utilization support system, which promotes development and utilization of rivers and waterfronts together with urban development in corporation with communities, 191 Waterfront Utilization districts are registered nationwide as of June In the areas where development of hardware including river management and utilization facilities are proceeded from the viewpoint of community people and users under this system, efforts to use the resources and know-how in the communities to further promote the utilization of rivers and waterfronts are expected. In this article, we will report the details of seasonal events that take place in the Katsura district (Shirosato Town, Ibaraki), which is located at the middle reaches of Naka River that runs through Ibaraki and Tochigi Prefectures and has been developed through Waterfront Utilization, as well as questionnaire results. Many groups consisting of multiple people including families and acquaintances participated in the events. For characteristic hands-on events such as a bamboo charcoal event, the participation of not only local people but also the people from the wider area was acknowledged. All the participants used their own cars as the transportation means in all the events. In the comments received, people told us they were pleased about the hands-on nature events, environmental learning, and delicious local foods as well as requests for athletics events and more hands-on events. 2 持続可能で活力ある安全 安心な流域社会の形成に向けた研究報告 1. はじめに かつら地区かわまちづくり の計画は 平成 22 年度から茨城県の那珂川中流部で城里町 道の駅かつら 常陸河川国道事務所によって構成される 事務局会議 において イベントの試行も交えながら検討が行われてきた そして 平成 25 年 3 月 29 日の国土交通省報道発表において 登録 が公表され これを受けて 那珂川 城里町御前山地区かわまちづくり推進協議会 ( 以下 協議会 という ) が平成 25 年 6 月 3 日に設立された 協議会の構成は 地域住民 道の駅かつら 農業協同組合 漁業協同組合 観光協会 商工会 国土交通省常陸河川国道事務所 茨城県 城里町などによる 平成 26 年度からハード整備に着手し 緩傾斜護岸 管理用通路 遊歩道 水道を整備し 平成 30 年度には 城里町が最後のハード整備であるトイレ整備などに着手している ハード整備に着手した平成 26 年度から 道の駅かつらを中心に年間 2~4 回の季節のイベントを開催している 本報告では 平成 29 年度に開催した と について開催内容とアンケート調査結果について報告する (3) 目的バーベキューを通して 参加者に農産物をご賞味いただき 城里産の農産品をアピールする (4) 開催日時平成 29 年 8 月 26 日 ( 土 )10:00~13:30 (5) 開催場所 水生生物調査: 河原 緩傾斜護岸 ( 増水や荒天候の場合は護岸のみ ) バーベキュー: 東屋を中心とした手ぶらでバーベキューを行うスペース (6) 参加人数 ( 事前申し込み制 ) 67 名 ( 大人 :32 名 子ども :35 名 ) (7) 主催那珂川 城里町御前山地区かわまちづくり推進協議会 2-2 役割分担協議会メンバーは 次の役割分担のもとイベント運営に携わった 表 -1 役割分担道の駅かつらチラシ ポスター保険申込 (100 人規模多めの申し込み ) バーベキュー食材 機材関係一式城里町受付関係一式救急箱常陸河川国道水生生物関係一式事務所事業紹介パネル展示 ( 河川管理者 ) 定例実施のアンケート 洪水や増水等の河川の状況の判断 : 増水時には入水をしない計画で行う 写真 -1 夏の水際の利用状況 ( かつら地区 ) 2. の内容 2-1 開催概要開催概要は次の通りである (1) テーマ水生生物調査と城里町のおいしいものを食べよう (2) 企画内容 水生生物調査と水質調査 城里産品を使ったバーベキュー 2-3 広報活動協議会メンバーは 次のような役割分担のもと広報活動に携わった なお 事前の問い合わせ先は城里町 当日の問い合わせ先は道の駅 中止時は道の駅 HP ツイッターで告知する体制をとった

5 リバーフロント研究所報告第 29 号 2018 年 9 月 3-4 開催状況 当日の開催状況は次の通りである 受付風景 準備風景 開会の挨拶 焼く燃料と道具 図 -2 のチラシ 竹炭づくりの説明 竹炭を焼く作業 写真 -4 準備から竹炭完成風景 表 -5 当日のプログラム時間実施内容 10:00 開会 挨拶 説明 10:10 竹炭焼きセット 参加者が竹を缶にセット 缶に名前を書く 担当が竹炭焼き開始 10:30 ハイキング 記念撮影 準備体操 2 班に分け ハイキング開始 ( 全行程 3.7km) 11:50 竹炭取り出し自分のセットした缶から竹炭を取り出す参加者が持ち帰る 12:10 新米 豚汁事前に炊飯 豚汁用意 アンケート記入 それぞれの参加者が賞味 13:00 終了 解散 4. イベント参加者へのアンケート調査各イベント時の参加者を対象とする 参加者数は は 67 名 は 44 名であった (1) 調査方法 時は バーベキューが始まる前にアンケート用紙を配布し 記入してもらった バーベキュー終了時を見計らって 参加者のもとをまわり回収した 時は 豚汁配布に先立ちアンケート用紙を配布し 記入してもらった 食事が終わるタイミングを見計らって 参加者のもとをまわり回収した (2) 回収数 ( 回収率 ) 時は 回収数 21(66 %)/ 大人人数 時は 回収数 44(100 %) (3) 様式 ともに参加者に対してアンケート調査を実施した ただし 夏季は町と国でそれぞれにアンケートを実施したが 秋季は 聞きたい項目を事前調整して一つのアンケートにして実施した

8 持続可能で活力ある安全 安心な流域社会の形成に向けた研究報告 きれいで使いやすいトイレを設置する わかりやすい具体的なイベント情報を発信する 周辺の資材( 例えば竹など ) を活用した作業を体験するイベントを実施する 地形や木立を利用した運動を提案する おいしい地元食材を知ってもらう等が考えられる ながることが期待される 6. おわりに那珂川は 河口の茨城県大洗町から上流の栃木県まで清流が貫いていて その町ごとに自然 歴史 文化を訪ねることができます 四季の景色を楽しみに那珂川へ行きましょう おいしいものもたくさんあります 平成 30 年 3 月には 冬イベントとして 東京の江戸川区からも多くの家族連れが参加して サケ放流体験 竹炭焼きなどが行われました なお アンケート調査は 国土交通省常陸河川国道事務所の平成 29 年度久慈川那珂川かわまちづくり検討業務を当研究所が受託して実施したものである 図 -14 かわまちづくり 道の駅かつら 図 -15 竹炭焼き体験 5. 考察整備されたかわまちづくり施設を活用して 地域経済に寄与するために 地元城里町が中心となり 道の駅かつら 茨城県 河川管理者がアイデアを出い 役割を話し合って協働して活動を継続している かつら地区では 今回紹介した夏 以外にも 青空カフェ 川魚つかみ取り カヌーフェスティバル 水生生物観察 自然観察会 ハイキング バーベキュー サケ稚魚放流などのイベント活動を展開してきている その中には 地元生産者や民間団体と共催になって大きな規模で開催しているものもある 今後は 地域の民間事業者の意見や参画も取り入れることで 地域経済の発展に寄与するより善い活動の実現につ 図 -16 冬イベントのチラシ
