33 How Do Those Who Have Shared Problems or Experiences Become Peers? : A Sociological and Qualitative Analysis on the Correctional Education Program (for Delinquent Drug Users) in a Japanese Juvenile Reform School Hideyuki HIRAI How do those who have shared problems or experiences feel that they are peers? It is usually said that mutual support between peers should be based on relationships that enable empathy and trust for each other. This article conducted a sociological and qualitative analysis focusing on a girl A, who participates in the Correctional Education Program for delinquent drug users in the X juvenile reform school for girls, and on her conferring process of meaning concerning both empathy for homogeneity and trust for heterogeneity among the other participants. Although girl A could not feel either sense of empathy or trust for other participants at the beginning of the program, she gradually came to have the both senses, and finally confessed, at the very end of the program, that she had absolutely had them. Drug users are never automatically peers. Instead, they become peers through complex, shaky and non-linear conferring process of meaning concerning the both senses of empathy and trust for other users.
