65 ハワイ王国における政党政治の出現と展開 の党にも白人と先住民が入り交じり また入れ替わり 投票者には誰がどの党の立候補か定か 20 でなかった ９月12日の選挙では 宣教師子孫が率いる改革党が勝利した 図１参照 図１ ハワイ王国における政党の出現と分裂 1883年 1892年 1888年11月22日 改革党の寡頭政治に対抗して本来の立憲君主制に戻すため 先住民は 政 治協会 Hui Kālai āina を設立した 翌年５月24日に会長ジョン ブッシュ John Ailuene Bush は 先住民を啓蒙して仲間の声を取り上げるため 新しくハワイ語新聞 真実 を発行した 彼らの主張は 立憲君主制維持 銃剣憲法反対 参政権資格是正等であった 1890年１月６日に彼らは強力な組織を目指して 職人労働者政治保護組合 Mechanics and Workingmen s Political Protective Union, 以下 労働組合と略記 と連合した 労働組合は 1889年９月に設立され 投票資格廃止 王国独立維持 アジア移民制限を掲げていた 設立２ヶ 月後の組合員は約600人で白人と多数の先住民もいた 政治協会と労働組合の連合は1890年選 挙に向けて 王国独立 アジア移民反対 投票資格廃止を目的に 国民改革党 National Reform Party を結成した21 国民改革党の先住民は労働組合との連合で一つの選択を余儀なくされていた 先住民女性の 国際結婚は白人だけでなく中国系実業家とのそれも珍しくなかった 先住民のビジネス界では 中国人は重要な顧客であり 彼らの参政権剥奪に関心を寄せるのは当然だった しかし 白人 労働者は中国文化を劣性と見做し 低賃金労働を厭わない中国人を不公平な競争相手として 彼らの権利縮小を要求した 特にポルトガル人は中国人排斥を強く主張した 先住民が白人労 働者と連合するならば 彼らの考えに幾分妥協することが必要であり また旧体制を復活する ことは現実的ではなかった 先住民は独立王国を維持できるか 奴隷同然のプランテーション 63
