The e-learning Diffusion in the Context of the e-japan Strategy Toshikazu KIKUCHI This article aims to analyze a series of official reports announced by the Japanese government since 2001 with regard to the use of information technologies and reveal how these reports have affected the diffusion of e-learning in Japan. In Chapter 1, the e-japan strategy, which is a strategy to make Japan the most advanced IT country in the world by 2005, is discussed with several other related strategies in terms of e-learning. In Chapter 2, the results of a questionnaire conducted by the National Institute of Multimedia Education on e -learning are introduced and the possibilities of distance learning and virtual universities in Japan are discussed. It is pointed out in Chapter 3 that after this stage of e-japan strategy, the next step will be the achievement of the ubiquitous network environment. The author stresses that it is time for school administrators as well as teachers to consider e-learning as a means of instruction and proposes that efforts should be made to provide both on and off campus students with attractive e-learning courses to survive in the keen competition.
