2 12005 TIES InitiativePromotion of Open Courseware and Utilization of e-learning Koichi Nakajima Since 1997, we have developed and used an e-learning system called TIES for teaching at Tezukayama University, and have also offered it via ASP (Application Service Provider) to academic people for educational purposes at other universities free of charge. As a result, more than 100 faculties across 25 different schools in Japan have been currently using the system for about 6000 students at 100 different classes. Teaching materials such as html/ flash, power point/excel and quizzes/tests as well as lecture videos have been accumulated to more than 5000 and made available for anybody to share for the purpose of reducing time and efforts of producing redundant content. In addition, about 60 full courses are made open via a system called openties to the public free.
