Brief history of civil aircraft developments (2/2) During the last couple of decades, Japanese manufacturers have been focused on the international joint projects, and steadily gained its work share in those projects. Establishment of JCAB PMA framework (1/4) 1) Background In the absence of JCAB PMA framework, many Japanese OEM suppliers are not able to ship the replacement parts directly from Japan to the U.S. operators. Japanese OEM suppliers establish local subsidiaries in the U.S. and apply FAA PMA. Their main manufacturing facility locates in Japan, therefore the replacement parts are shipped to their factory in the U.S. and distributed to the U.S. operator with FAA Form8130 3. Some of these replacement parts are shipped back to Japan from the U.S. after the issuance of Form8130 3. 工業会活動 4. Establishment of JCAB PMA framework (2/4) 2) Way out JCAB is going to establish JCAB PMA framework. OEM suppliers which obtained JCAB PMA approval will be entitled to issue authorized release certificate (ARC) under Japanese regulatory system with an appropriate markings including JCAB PMA. Japanese operators will be authorized to install JCAB PMA parts for their Japan registered aircrafts. Coordination with the FAA to add the acceptance of JCAB PMA parts to BASA IPA. Establishment of JCAB PMA framework (3/4) 3) JCAB PMAgeneral framework The design of JCAB PMA parts shall be identical to the original parts included in the Type Certification (TC). The applicant (commonly an OEM supplier) should have a license agreement between TC holders to use the TC design data for JCAB PMA approval. ( Identicality with License Agreement ) The applicant should be certified as JCAB APO for aircraft parts for the production and the issuance of ARCs for JCAB PMAparts. The replacement parts should be properly marked, i.e. the name of manufacturer, P/N, S/N, the description of JCAB PMA License Agreement JCAB PMA applicant (=OEM Supplier) Should be JCAB APO for aircraft parts JCAB TC holder 10 38

Establishment of JCAB PMA framework (4/4) 4) Benefits Enabling the parts manufacturing under the scope of JCAB APO for aircraft parts and issue authorized release certificate (ARC) under Japanese regulatory system. Enabling the direct shipping of JCAB PMA parts to Japanese operators, aswell asforeign operators if their acceptance is contained in the scope of BASA IPA. Facilitating more efficient logistics of spare parts. JCAB PMA Holder JCAB ARC Japanese Operator Produce JCAB PMA parts under its quality system established as JCAB APO. Acceptance by BASA IPA (if covered) Foreign Operator 11 5. JCAB approved organizations Capabilities The capabilities of each JCAB approved organization are in below. Each approved organization is granted one or more capabilities. Aircraft Aircraft Parts 1. Aircraft Design and Inspection ADO for Aircraft The capability to design aircraft and conduct the inspection 2. AircraftProduction andinspection APOfor Aircraft The capability to manufacture aircraft and conduct the inspection 3. Aircraft Maintenance and Inspection AMIO for Aircraft The capability to perform maintenance and inspect an aircraft after maintenance for the renewal of airworthiness certification 4. Aircraft Maintenance or Alteration AMO for Aircraft The capability to perform maintenance or alteration of aircraft 5. Parts Design and Inspection ADO for Aircraft parts The capability to design aircraft parts and conduct the inspection 6. Parts Production and Inspection APO for Aircraft parts The capability to manufacture aircraft parts and conduct the inspection 7. Parts Repair or Alteration AMO for Aircraft parts The capability to perform repair or alteration of aircraft parts 12 39

Summary JCAB is going to amend its relevant regulations to accommodate JCAB PMA framework. The design identicality of JCAB PMA parts with the type certified parts is guaranteed by the licensing agreement with no exception. As for production, the manufacturer must obtain JCAB APO, and issue ARCs under its approved quality system. JCAB PMA parts will be properly marked by JCAB PMA. The introduction of JCAB PMA PMAframework enables the direct shipping and facilitates more efficient parts logistics. Continue coordination with the FAA and other regulating authorities regarding the acceptance of JCAB PMA parts by adding this scope to BASA IPA between each state. 14 40
