1 の浸水対策 Flood Control Measures in Osaka City はほとんどの土地が満潮水位より低くなっており 降った雨が自然に排水できず 市域の約 90% の場所がポンプ排水に頼らなければならない 雨に弱い地形となっています そのため度々大雨で 浸水被害が発生しました そこで浸水被害を防ぐために様々な対策を実施してきました Most part of the Osaka City area is low-lying and below sea level at high tide, thereby vulnerable to rainfall. In 90% of the city area, runoff cannot be gravity drained and has to be pumped out. Thus, flooding has often occurred in these areas during the heavy rain events. Osaka City has taken various measures for flood control. 2 の下水道技術 Sewerage Technology in Osaka City 水環境の保全 Water Quality Control では高度経済成長期と呼ばれた 1960 年代後半 生活排水や工場からの汚れた排水によ り 河川の水質が大幅に悪化しました この問題を解決するため 1960 年代後半からの 10 年間で 下水道の整備を集中的に行い 日本の大都市では最も早く下水道の普及をほぼ完了しました 施設整備にあたっては 既存施設を最大限活用した独自の技術を開発し 低コストでの 水環境の保全に努めています In the late 1960s, the river water quality in Osaka City significantly deteriorated due to domestic and industrial wastewater. To solve this problem, the sewerage system has been improved intensively since then. Ten years later, Osaka City had almost finished installation of an advanced sewerage system, earlier than any other major cities in Japan. 3 の下水道技術 Sewerage Technology in Osaka City 資源 エネルギーの有効活用 Beneficial Use of Resources/Energy では 下水道が有する処理水 汚泥 排熱等の資源やエネルギーを有効に活用 回収し 省エネルギー化とエネルギー 資源の創出を図っています また 下水道施設の上部空間を有効活用し 下水処理水のせせらぎ用水等への利用を図っています Osaka City promotes energy saving and energy/resource generation by effectively collecting and using energy from resources such as treated wastewater, sludge and exhaust heat. Treated wastewater is used for artificial river sources and other purposes.
