2 The effect of tax rate and deduction in income taxation In Japan, numerous attempts have been made to reform the income taxation system. Researchers have pointed out that as a result of these attempts, the redistribution effect in income taxation decreases. Much research has been done concerning the redistribution effect of income through the taxation system. But most studies haven t disclosed what the causes are behind the decrease in the income redistribution effect. In this paper, I use the Anonymized Data from National Survey of Family Income and Expenditure and analyze the effects that income tax and resident tax or tax rate and deductions have on income redistribution. As a result of this analysis, I found the following three points. First, resident taxes have a redistribution effect that is similar to that of income taxes. Second, the tax rate has a redistribution effect, while deductions have the effect of expanding the income gap. Third, reducing the number of deductions closes the income gap between age groups, but it may widen the income gap among young people.
