2 既存財政学批判と財政社会学その方法的根幹としての財政史的考察方法の検討 A Way of Looking at Fiscal History : Fiscal Sociology as a Critique of the Previous Theory of Public Finance 茂住政一郎 (Seiichiro Mozumi) 歴史的アプローチを重視する既存財政学はその依拠する哲学的基礎のため結果的に衰退の一途をたどることとなった統計や現状を見た今この時を生きる観察者が心揺り動かされた一時代に関して史料に基づいた歴史分析を行いそこから明らかになったことを通じて現状批判既存財政学批判政策批判を行うことこれが財政社会学の方法的根幹である財政史的考察方法の役割であることを論ずる Abstract Previous public finance studies, giving importance to a historical approach, ended up inadvertently causing their own decline due to the dependence on their philosophical basis. We, as observers living in this age, can revisit an era in which we are interested by seeing statistics and the present condition, and historical analysis based on historical materials. Only through these results, we may perform a critique of present condition, existing public finance theories, and policies. This paper argues that this is A Way of Looking at Fiscal History, which is the methodological root of Fiscal Sociology.
