1 EU Institute in Japan Tokyo Consortium NEWSLETTER Issue 3 April-June 2005 Start of the EUIJ EU Courses Program With the summer semester 2005 (at ICU: spring trimester) the EUIJ has started it s EU Courses Program. Tsuda College had already offered three courses during winter semester 2004, which are also a part of the program. The EU Courses Program is an EU-related educational program of shared courses which is open to all students of the four EUIJ member-universities who have finished their first year of studies. ICU students who have enrolled in the autumn trimester may start after the 2nd trimester. (For details on requirements and application procedure please see our homepage: Students who have completed the whole program are awarded with a Certificate of European Studies. To earn the Certificate, a student has to take at least 12 credits, which corresponds to 6 courses, and has to fulfill his graduation requirements. Considering the EU s increasing political and economical role, knowledge of the EU is getting more and more important for students who are looking for a job in the fields of business or administration. The Certificate of European Studies provides an official credential to demonstrate that its holder has a certain level of knowledge about the institutions, law, economy and policies, as well as cultural aspects of the European Union. Of course, also students who don t intend to complete the whole program can attend some courses of their choice and increase their knowledge of the EU. Prof. Eiji Ogawa explains the outline of the EU Courses Program at a guidance course at Hitotsubashi University EU Based on their Consortium Agreement the four EUIJ member universities together are able to offer a broad and attractive program of shared courses, held by renowned EU specialists, such as to mention only a few names Prof. Takako Ueta (ICU), Prof. Hirotaka Watanabe (TUFS) and former Amabassador of Japan to the EU Guest Prof. Takayuki Kimura (ICU) for the field of EU and International Relations, Prof. Thomas J. Schoenbaum (ICU) and Prof. Takayuki Sairenji (TUFS) for EU Law, Prof. Eiji Ogawa (Hitotsubashi) for EU Economy, and Assistant Prof. Miho Oshima for Environmental problems of the EU and the Nordic countries. For students who are interested in first hand insights in EU matters, we offer two intensive courses held by scholars invited from Europe every year. This year s courses are: The EU Economy and its reform by Prof. Corrado Molteni from Bocconi University, Milan, Italy, and Special Topics on the EU (External Relations) by Dr. Fraser Cameron, Director of Studies at the European Policy Centre, Brussels. 3 April - June 2005 Newsletter 3 International Workshop on Business Cycles in Japan and the EU Business Cycles in Japan and the EU was the title of an International Worksop hosted by the Institute of Economic Research (IER) of Hitotsubashi University together with the EU Institute in Japan. The workshop, which took place at Hitotsubashi University on March 16, 2004, brought together specialists on business cycle research from Germany (Prof. Dr. Udo Ludwig, Halle Institute for Economic Research, and Prof. Dr. Wolfram Schrettl, Free University of Berlin) with a research group lead by Prof. Dr. h. c. Masaaki Kuboniwa, Director of the IER (Prof. Kazumi Asako, Prof. Dr. Tsutomu Watanabe, Prof. Dr. Satoru Kanoh, all IER, Hitotsubashi University, and Prof. Tsutomu Miyagawa, Gakushuin University). Welcome remarks by Prof. Kuboniwa The workshop was motivated by the project of the IER research group to found an independent Center for Business Cycle Research based at Hitotsubashi University. As Prof. Kuboniwa and Prof. Asako explained, this center s objective is not only to provide high quality business forecasts and policy analysis independent from the Cabinett Office, but also to be a nexus for Japanese and international collaboration among academics, policy makers and economists. In cooperation with the EUIJ, this centre is especially interested in establishing links to European institutes. The lectures and discussions, which at the end were summarized by Prof. György Széll (IER & EUIJ), included German and Japanese case studies as well as fundamental debates about the study of business cyles. 4 Newsletter 3 April - June 2005 Books by EUIJ researchers Professor Susumu Yamauchi, Graduate School of Law, Dean of the Faculty of Law, Hitotsubashi University EUIJ Aritsune Katsuta, Susumu Yamauchi, Seiichi Mori (Eds.), European Legal History, Minerva Publishing Co., Ltd This book is the first-ever genuine survey on European Legal History published in Japan, which thoroughly covers the development of law and legal systems in Europe ranging from ancient times to modern times. It has been widely used as textbooks in classes at law schools and faculties of law of universities throughout the country since it was published last year. This book is outstanding among other books with similar materials. Especially because it is written with a perspective of view over an entire Europe deeply influenced by its postwar history, which is symbolized by the formation of the European Union. For example: Why Roman Law is so important for the culture of European law? What a role did Christianity play in the development of the code of legal procedures? What was brought about by modern civil law system developed in Europe? Many subjects focusing on whole Europe are raised in this book. For the curious reader, at each end of chapter a variety of reference books are introduced, ranging from light history books to heavy and challenging academic books. On 22 March 2005 Frédéric Bozo, Professor of History of International Relations at University of Nantes (France) and research associate at the French Institute of International Relations spoke about La politique de defense commune de l Union Européenne et la France. One week later, on 30 March 2005, Professor Ludger Kühnhardt, Director of the Center for European Integration Studies in Bonn (Germany), held a lecture on The Enlarged European Union: Towards a Construction based Global Political Role. 5 April - June 2005 Newsletter 3 EUIJ Research In this series we are introducing researchers of the EUIJ member universities talking about their EU related fields of research. Miho Oshima, Assistant Professor, Department of International and Cultural Studies, Tsuda College : EUIJ The EU from the Nordic Perspectives by Miho OSHIMA, Assistant Prof. of Tsuda College The Nordic countries have built a reputation as the reluctant Europeans. Although Denmark was the first Nordic member country of the EU in 1972, she has been called a footnote country because she often protests against the plans of the EU mainstream and her objections are written in the footnotes of EU documents. In Sweden and Finland, who became members of the EU in 1995, the governmental proposals were carried by a narrow majority in national referendums in sharp contrast with the Eastern European cases in Moreover, Denmark and Sweden are not able to introduce the Euro as a result of their national referendums. Norway, due to the Yes-side s defeats in national referendums in 1972 and 1994, is still not a formal member of the EU. Why are the Nordic countries reluctant Europeans, in an organization at the heart of European society? One answer to this question may be history. Nordic countries, as northernmost Europe, who maintain welfare states, security, and their own culture are effectively turning their backs on the continent. Some may point out that Scandinavian social democracy, which helped build a rich and equal Nordic society after the Second World War, is fundamentally irreconcilable with the capitalistic economy of the EU. The popular Nordic skepticism of the EU comes from their understanding that the EU system is inferior to the Nordic ones in democracy, environment, consumer, minority, and gender-free policy. In particular the fear that EU EC 1972 EU EC 1994 EU the decision-making process of the EU lacks of transparency is widespread. But these concerns about the EU are not only theirs. We can find them in the most EU countries, as each county has its own issues. In the EUIJ Joint Research Program of Tokyo University of Foreign Studies and Tsuda College, The EU and Regions, Prof. Kitami, Tsuda College presented a paper entitled, The EU from the Perspectives of the Left: the Case of Attac. According to his argument, the bone of contention for Attac is the EU s lack of democracy, which is close to the Nordic point of view. The difference between them is that Attac, as a leftist movement, consistently protests against the French government while in the Nordic nations such opinions are common and impact upon government policy. Of course even in the Nordic countries it is true that the bureaucratic elites and politicians are absorbed in pro- EU campaign, but they can not ignore the grassroots antipathy of their people. However we can see that the Nordic case is not special in Europe. Although at the same time we note that a positive attitude towards the EU is growing even among the Nordic pessimistic circle, supporters have high hopes for mediation diplomacy of EU in the outside area or economic or social aid towards the new member countries. Interestingly, these types of diplomacies are center parts of the Nordic foreign policy. Can the Nordic countries distinguish their way from the EU and find a niche for themselves? And how much can the EU hear the Small Powers opinion? I will observe events as a staff of Tsuda College, a small power of EUIJ. 2 2 EU EU EUIJ Tokyo Consortium 5

(Ireland) visits the EUIJ On Tuesday 29 March 2005, Mr. Noel Treacy T.D., Minister of State at the Department of the Taoiseach (with special responsibility for European Affairs) of Ireland visited the EUIJ. He was accomponied by Mr. Tim Mawe, Counsellor, from the Irish Embassy. Mr. Treacy gave an overview of the history and current status of Ireland in the EU. He emphasized the special commitment of Ireland to the EU and the advantages that membership of the EU has brought. Then Mr. Treacy and Mr. Mawe answered questions on various topics, in particular on the Euro and on the European constitution. The meeting was particularly fruitful for the EUIJ, as Mr. Treacy offered support for cooperation with academic institutions in Ireland and pointed out advantages for scholars or scholarship students to chose Ireland for study because it is an English-speaking country, in the Euro-zone, and has close ties to the EU and to EU institutions. The EU-Japan Bridge the essential guide for EU business In March of this year the Centre published a unique guide, EU-Japan Bridge, for European companies wishing to work with Japan. The EU-Japan Bridge is a directory of economic, industrial, technological, scientific and cultural links between each of the 25 EU Member States and Japan and is aimed at EU companies or individuals interested in starting or developing existing activities in Japan. This is the first such guide to sources of information in 26 countries. Sorted by country, most of the governmental and non-governmental organisations, located in EU and Japan and active in the EU-Japan cooperation, are listed with information on their contact details and the type of business support they offer to European companies wishing to work with Japan.
