21 ABSTRACT European University Confederation of the Ober Rhine : Its Development, Mutual Learning Evaluation and Degrees OSHIMA Makoto* This article reviews development, policy of mutual learning evaluation and degree awarding system of the European University Confederation of the Ober Rhine / EUCOR / Conféderation Européenne des Universités du Rhin Supéreur / Europãische Konföderation der Oberrheinischen Universitäten : EUCOR, which has been served as a consortium for credit transference between seven universities around upper Rhine region across three countries of France, Germany and Switzerland. EUCOR was first proposed in 1977 to promote the intcrnational mobility and academic exchange in higher education. It was officially established in 1989 under the ideal influence of the European Community with strong advantage of geographical accessibility in that region. Under the scheme of EUCOR, a mobile student from one of other six institutes is able to enjoy the same academic treatment as home students with continuous registration in his / her original university. To put it concretely, a common student identification card which is called EUCOR Student Card : Studiendonausweis : Carte d etudiant is issued to a mobile student. In this article, Strasburg Bio-Technology Grand-Ecole that consists Louis Pasteur University is also reviewed as the most visible case of cooperation of four universities in that region. This institute has some character of virtual Grand-Ecole attached to the Upper Rhine University. It provides education and Diploma in three languages of French, German and English to promote the student mobility and guarantee the easy circulation of academic credence. Though the performance under this confederation may be smaller in comparison with the whole aspiration of ERASMUS Project, it provides some comcrete blue prints of larger enterprise and inter institutional credit transfer system. * Professor, Dean, Faculty of Education and Welfare Science, Oita University 23
