During the course of such a paradigm shift, the key issue of the environmental protection has accordingly changed from on-site emission control to product design since industrial products have potentially larger impacts than on-site emissions product, moreover, most of the environmental impacts are determined during the process of the product design. The "design" in this context covers all the activities in decision-making processes of products Among all of the industrial products the importance of electrical and electronic products are rapidly increasing because new technical advancements are frequently being applied to this product area, which must be both technically and environmentally sound and beneficial. This rationale is also evidenced by the worldwide trend that there are emerging new product policies or legislative approaches to this area as seen in Eco-design Directive proposal in EU, Recycling Promotion Law in Japan, Design-For- Environment activities in US, and others. At the same time, disclosure on the product life-cycle environmental aspects as seen in eco-label type III is gradually 18
becoming popular and gaining importance in marketing electrotechnical products. we have come to the phase of compiling a standard that provides concrete and workable specifications to identify and disclose the significant environmental aspects of products through the entire life-cycle, to determine the strategies of effective improvements in the design options, and to maintain continuous improvement in the eco design management system in the organization including supply-chain management. In addition, this standard will provide specifications for workable measures required by legal eco-product policies in each country, especially for the European Union (EU) directive on "establishing a framework for the setting of Eco-design requirements for Energy-Using Products" (EuP), which is rather urgent considering its time frame.
