34 Abstract Brazilian Educational Reform in 1990's: Focusing on the Fundamental Level Hiromi Ehara Primary education in Brazil has been in process of "Reform" since the 1990's. That is a very complex process, because it is carried out in multiple branches of school system. The purpose of this article is to follow those various reform projects and to analyze the "schools should-be" or "ideal schools" pursuit by Brazil in this long and complex process. The enrollment ratio for the primary level is growing rapidly in these decades but still a lot of problems are found in the fundamental education level. Illiteracy, repetition, drop-outs, and academic achievement, etc. To resolve those problems above cited, intensive reforms have been done in Brazil. The intention of educational reforms are shown in the Constitution 1988, the 10-Year Plan for Education for All 1993, the Constitutional Amendment 1996, the Law of Direction and Bases of Education 1996, the Law No. 9424, and the Law No or the National Education Plan 2001, etc. The intention are going to be realizedd by the systems' reorganization, programs and projects etc. such as FUNDEF, National Parameters of Curriculum, Direct Money for Schools, Plan of Development of Schools, Program of Textbooks, Program of School Lunch, School Census, Achievement Evaluation Systems(SAEB, ENEM), etc. Analyzing the purpose and methods of some principal programs, The most important long-term goal seems "decentralization of school system", and the way to realize and assist it should be "strengthening of school autonomy" or "better school management" driven by financial redistribution. The educational reform in 1990's has some chaotic appearance with such many projects, but they are related with each other among them. It's possible that a great change will be brought especially by the financial redistribution program such as FUNDEF.
