1 T1 ベトナムの森林保護政策における地域住民の生計向上と国立公園への侵入削減の効果 岩永青史 ( 森林総研 ) 横山繁樹 (JIRCAS) 背景と目的国立公園管理においては それが誰のためであるのかということは議論をすべき点である 関係するアクターがそれぞれの役割を果たすと同時に それに応じた利益がもたらされなければならないが 実際には管理の過程で地域住民は必ずしも恩恵を受けていない事例が多く報告されている ベトナムは森林面積が増加している数少ない国であるが 地域住民による違法伐採などにより天然林は依然として劣化を続けている その対策として ベトナム政府は森林保護とバッファーゾーンに居住する地域住民の生計向上を目的とした Decision 24 を 2012 年から施行している 国立公園管理事務所が森林への経済的依存度が高い村を選定し 林産物の採集を止めることを条件に金銭的支援 (40 million VND/ 年 村 ) を行うという政策である 計画通りに実施され成果が挙がるならば 地域住民は国立公園への侵入を止めるという管理への貢献とともに経済支援という恩恵を受けることになる それを評価するには 貧困削減効果として 1) 村の提案に基づく支援策が持続的な収入確保に有効か および 2) ターゲットとなる貧困世帯が施策の恩恵を受けているか そして森林保護政策として 3) 森への侵入が減少したか の 3 項目を確認する必要があり 本研究ではこれらを明らかにすることを目的とする 方法ベトナムの北部と南部の動植物相が交わり 生物多様性が高い中部地域に位置する Bach Ma 国立公園を対象とした この国立公園のバッファーゾーンに含まれる Thua Thien Hue 省 Nam Dong 県の 2 村において 行政職員への聞き取りおよび 68 世帯に対する訪問面接調査を行った 世帯に対しては 世帯属性 支援の内容 公園への侵入頻度の変化について聞き取りを行った これらの調査は JSPS 科研費 15H05122 の助成を受け 2015 年 8 月 2016 年 8 月および 12 月に実施した 結果と考察目的の 1) および 2) について見ると 対象とした 2 村では 受益世帯の選定は 希望者を募り 貧困であることと森への侵入をしているという 2 つの基準でなされ ドリアン苗木 雛 豚が現物支給された この中で ドリアン苗木は多くが枯死し 雛の多くは病死したが 豚は全て販売に至り それを元手に次の投資も行われていたため 収入確保に有効であった 一方 貧困世帯にはドリアン苗木の育成は困難であり 本来支援が不要な土地に余裕のある世帯に譲り渡すなどの例も見られた 目的の 3) に関しては 全調査世帯 68 戸のうち政策実施前に侵入していた 53 戸のうち 43 戸 (81%) が 政策支援を実施した 2013 年を境に侵入を停止した その理由は 林産物以外の収入源確保 (35%) 体力 健康 年齢 (33%) 林産物資源減少 (15%) 政策支援(12%) 規制強化(5%) であった このように 代替収入確保の政策効果は一部認められたが 貧困削減の実効性を高めるためには受益世帯の選定や追加的な技術支援などの課題がある また 政策効果だけでなく地域経済の発展による雇用機会の増加も考慮する必要がある 国立公園への侵入は減少したが 農家の認識として直接的な政策効果は大きくなかった ( 連絡先 : 岩永青史 iwanagasage[at]ffpri.affrc.go.jp)

Background During the last few decades, institutional changes like people-oriented forest (PF) management paradigms have become key policy shifts in many of the world s developing countries. Accordingly, Bangladesh government has placed people-oriented forestry as the priority based program in 1980s within the direct patronization of donor agencies. Often PF are treated as the government controlled and donor funded programs in Bangladesh. Therefore the objective of this analysis is that existing involvement of stakeholders and their political, economic and administrative power relation led to complexity in PF management and outcomes. Methods The study based on case studies conducted at the popular people-oriented forestry areas of Madhupur and Teknaf of Bangladesh. Madhupur forests area is located at the central and north-western part while Teknaf case is located at the southern part of Bangladesh. The study collected both qualitative and quantitative data using different data collection tools during the different time period of 2013 to Results The study found out that there were twenty different types of stakeholders involved in Madhupur area while the number was 18 in Teknaf PF program. In both case studies, the forest administration proved itself as the most powerful and influential stakeholders in Bangladesh. Moreover, the study revealed that the involvement of many stakeholders and their power relation has excluded rural poor to enjoy the real benefit of peopleoriented forestry programs. In addition, the local forest department and few local powerful stakeholders have controlled the participants selection process and made the program more complex for rural people. The forest administration is the most powerful stakeholder and they gained numerous power features through the bureaucratic forest management and administrative structure of the country. The findings also observed that PF is an effective management approach which provides certain insights regarding the microcosm of physical, social, human, financial and natural assets development of the local people. However, the people-oriented forestry had not received desirable livelihood support from the output of the social assets of the members. Conclusion and Policy Implication People-oriented forestry programs have no doubt introduced a new interpretation of forest management with an approach to include local communities together with rural development and resource conservations in Bangladesh. This approach also includes many stakeholders due to the economic outcomes that forests deliver. Based on the study s findings, decentralization of power and exercises of real democracy will be needed. 3 T3 インドネシア, ジャワ島における国有林内耕作地の土地利用形態 : 東ジャワ州 S 営林署の事例 御田成顕 ( 九州大 ), 志賀薫 ( 森林総研 ), 増田美砂 ( 筑波大 ),Prasetyo, L.B. Darsono, S.( ボゴール農大 ) 1. 背景と目的林業公社によって管理されるインドネシア, ジャワ島の国有林 ( 保護林を除く ) において確立されたチーク人工林は,1990 年代後期から 2000 年代初頭にかけて横行した違法伐採 違法耕作により甚大な被害を被った その対策として林業公社は 2001 年に住民参加型管理 (PHBM) を導入し, 国有林周辺の村落において住民を組織化し ( 森林住民組織 ;LMDH), 林地を割り当てる協働管理を開始した PHBM の導入は, 森林保全と住民生計との両立が図られたと評価される一方, 農村社会内部のエリートキャプチャーの弊害や, 管理対象の地位により保全効果が異なるといった評価もあり, その成否は意見が分かれている そこで本報告では, チーク人工林地帯である東ジャワ州に位置する S 営林署および S 営林署管内の LMDH である S 森林村住民組織を事例に, 土地利用と植林の状況から森林保全の実態把握を行うことを目的とした 2. 調査地の概要 S 営林局は林業公社東ジャワ管区に属し, 東ジャワ州の西部内陸に位置し, 面積は 37,937ha を有する S 森林村住民組織は,Ngawi 県 Bringin 郡 S 村 K 集落を母体とし 2006 年に設立された 3. 調査方法 2016 年 8-9 月および 2017 年 8 月に,S 営林署および支署における聞き取りと資料収集, および K 集落において 60 世帯 (24%) を無作為抽出し, 訪問面接を実施した 4. 結果 1 S 営林局 37,937haのうち, 保全区が 9,844ha(26%) を占め, 農耕が優先している裸地 不成績地は 10,584ha(28%) を占めていた チーク生産が行われているのは 14,427ha(38%) であった 違法伐採により齢級構成は 1 年生から 20 年生の若齢林に偏っていたことから (11,865ha;82%),LMDH がチークの分収益を得る状況に至るには長期を要し, いびつな林齢構成のため安定した分収益の確保が困難となる見通しが示された 2 S 森林村住民組織 S 森林村住民組織の割当地面積 1,019.3ha のうち,601ha(59%) はダム周辺のグリーンベルトに指定されていた 生産対象となる面積は 388ha(38%) であり, うち裸地 不成績地が 202ha(53%) を占め, 開墾が進んでいる状況であった チーク植林面積は 117ha(30%) に留まり, かつ全てが 10 年生以下であったことから, 植林が計画通りに行われておらず, 長期にわたり資源量回復, すなわち分収益が望めない状況であることが示された 謝辞 :JSPS 科研費 (JP15KT0127) により実施した 引用文献 : Fujiwara, T., et al. 4 T4 灌漑稲作集落における国有林内耕作の意義 : 東ジャワ州の事例 〇志賀薫 ( 森総研四国 ), 御田成顕 ( 九大決断センター ),Beti Septiana Darsono, Lilik Budi Prasetyo( ボゴール農大林学 ), 増田美砂 ( 筑波大生命環境 ), 背景および目的インドネシア, ジャワ島の国有林では, 国有林側と地域住民側が相互に利益を得られる造林方法としてタウンヤ式造林システム ( トゥンパンサリ ) が注目されてきた その耕作者の特徴や生計への寄与について多くの研究がなされ, 土地なし農民や小農の世帯の生計にとって国有林地におけるトゥンパンサリによる収入の寄与が大きいこと, などが明らかとされてきた しかし Peluso(2011) は,1980 年代と 2010 年に行った調査結果から, 住民にとって国有林地の利用はかつてのように魅力的なものではなくなっており, 住民は収入獲得の手段として出稼ぎをより好んでいる, と述べている 本研究では灌漑稲作が盛んな東ジャワ州の一農村を事例として, 近年の国有林地内耕作者の特徴と, 世帯の生計における国有林地内耕作の位置づけを, 定量的に明らかにした 方法および調査地の概況 2016 年 8~9 月,2017 年 7~8 月に林業公社 ( 東ジャワ地域局, および S 営林署 ) において施業履歴および住民共同森林管理 (PHBM) の実施状況に関する資料収集および聞き取り調査を行った また, 東ジャワ州ンガウィ県 S 村 K 集落の 60 世帯 ( 総世帯の 20% を無作為抽出 ) に対し, 世帯構成, 土地所有, 収入, 森林利用に関する訪問面接調査を実施した S 村は面積 1,154ha, 水田面積 302ha のうち 76% が灌漑されている 2015 年の人口は 7,363 人 ( 人口密度 638 人 / km 2 ) であり, その 90% が農業に従事している 村は 10 の集落 (rukung warga) からなり,K 集落は国有林地に隣接する 4 つの集落の 1 つである 結果調査対象世帯の 87% が水田, 畑地といった農地を所有しており,13% が土地なし世帯であった また, 農地所有世帯のうち,70% が灌漑水田を有していた S 村周辺の国有林では違法伐採が継続して生じており, 国有林地内耕作が広く行われ, 再造林後に成林しないという状況が継続していた 調査対象世帯の 70% の世帯が国有林地内耕作を行っており 40% の世帯は複数の国有林地内耕作地を使用していた 農地所有状況別の国有林地内耕作の実施状況を見てみると, 農地所有世帯, 土地なし世帯それぞれの 63%,100% の世帯が国有林地内耕作を行っていた したがってこの農村においては, 土地なし世帯の生計において国有林地内耕作は依然として重要な位置づけにあると考えられた 一方, 国有林内耕作地面積は所有農地面積や所有灌漑水田面積との間に相関関係はみられず, これは世帯内の労働力や営農資金を捻出できるかどうかがより影響しているためと考えられた 本研究は,JSPS 科研費 (15KT0127) により実施した ( 連絡先 : 志賀薫 shigakaori@affrc.go.jp)
5 T5 現場森林官に焦点をあてた熱帯林政策の実施分析の可能性 大田真彦 ( 九工大 ) はじめに近年 住民参加型アプローチなど 多元的アクターが関与する ガバナンス が推進されているものの 熱帯諸国の森林は 現在でもその大半が国有林である 政府 つまり林野行政 ( 各国 地域の制度により地方政府や公社である場合もある ) は 良くも悪くも 依然として重要なアクターの一つである 熱帯林政策は 公的な制度と現場の実態が異なることが一般的である 必ずしも制度と実態の相違が悪い結果を招くとは限らないが 制度があっても実施レベルで実態を伴っていない場合は非常に多い 実施 というものを考えるにあたり 現場レベルでの政策実施者 すなわち現場森林官に焦点をあてた研究は これまで必ずしも体系的にはなされていない 現場森林官は 林野行政機構の末端として 村落レベルで日常的に地域住民と接しながら森林政策を実施する 林野行政機構と地域住民とのインターフェイスである 彼らは村人との具体的な人間関係の中で業務を行い また 森林政策の現場レベルでの運用 ( 取り締まりや各種機会の配分など ) に ある程度の裁量を有している 本報告では 既往研究をレビューし 現場森林官に焦点をあてた熱帯林政策の実施分析にどのような方向性があり どのような可能性を持ち得るのか 論点を整理する 方法熱帯の現場森林官を対象にした研究をレビューし その傾向と課題を整理する 行政学ないし公共政策論の分野における 実施 研究や 報告者が 2016 年以降実施しているインドネシア ジャワ島の林業公社の事例などにも言及する 結果と考察既往研究は 1 森林官と地域住民の間の森林や樹木利用などに対する認識 価値観の差異を扱ったもの (e.g. Dove 1992; 井上 2004) 2 官僚制 の組織文化や森林官の意識を扱ったもの(e.g. Kumar and Kant 2005; Sood and Gupta 2007; Fleischman 2014, 2016) 3 現場レベルでの裁量的決定を扱ったもの (e.g. 百村 2006; Kubo 2008; 椙本 2010; 原田 2012; Uprety 2013) そして4 民族誌的に現場森林官を捉えたもの (e.g. Vasan 2002) に大別することが可能であった 1は いわゆる 森を見て人を見ない フォレスターの視座 の指摘である 2はインドを対象としており コミュニティ型手法の導入に 抵抗 する林野行政の官僚制の頑強さを理解するためという文脈がある 3については 保全の方向への法執行に際し 住民との決定的な衝突を避けるために 現場レベルで裁量的に 実施しない という, 択を行っていることを肯定的に評価するもの コミュニティ型管理のファシリテーションにおけるサービスへの高い需要と人的資源の不足を前提にして 現場森林官は選択と集中の判断を行っているものなどがあった 4は 現場森林官は 村落部に居住し 既存の村落の人間関係の中で業務に従事するため 行政官と村人という二面性を持つ存在であり 価値観や行動において ジレンマを抱えることなどを指摘している この 村の中での存在 としての現場森林官の視点は 他の2や3にも関係する論点であると思われる ( 連絡先 : 大田真彦 ota@ltc.kyutech.ac.jp)
6 T6 東カリマンタン州マハカム ウルー県における開発の進展と REDD+ 主流化の可能性 河合真之 (IGES) はじめにインドネシアでは 2007 年にバリで開催された COP13 以来 国 準国 プロジェクトの各レベルで森林減少 劣化由来の排出削減プラス (REDD+) の準備 (Readiness) が先進国 国際機関 NGO 等の支援も受けながら進められてきた REDD+ はインドネシアの NDC(Nationally Determined Contribution) の温室効果ガス削減目標達成のための主要な手段と位置づけられている 国レベルでは UNFCCC の枠組みのもとで結果に応じた支払いを受けるための条件である REDD+ 国家戦略 森林参照排出レベル 国家森林モニタリングシステム セーフガード情報提供システムの構築がすでに進んでいる 今後はいかに REDD+ の垂直統合 ( 州 県 郡 村 / コミュニティレベルでの準備と実施 ) と水平統合 ( 林業 農業 鉱業等関連する各部門での準備と実施 ) を進めるかが 大きな焦点となっている 東カリマンタン州はインドネシアの 11 の REDD+ 優先州の 1 つであり 2015 年には世界銀行の森林炭素パートナーシップ機構 (FCPF) による準国レベルでの結果に応じた支払いによる REDD+ 実施サイトに選ばれている (2018 年 年実施予定 ) 同州のマハカム ウルー県はマハカム川の上流に位置し 2013 年時点でその面積の約 93%( 約 180 万 ha) が森林に覆われている 一方で 近年は企業によるアブラヤシ農園開発が最も大きな森林減少のドライバーとなっている その他 伐採コンセッションでの非持続的操業や違法伐採も報告されている 石炭開発と産業造林による森林減少は本県では小規模である 本報告の目的は 上記開発の進展を踏まえたうえで 本県における REDD+ の主流化の可能性を明らかにすることである 調査方法 2017 年 9 月 5 日から 9 月 26 日に東カリマンタン州およびマハカム ウルー県の行政機関 同県の村 (5 村 ) 同県で支援活動を行う NGO 等を訪問し 地方行政スタッフ 村長 慣習法長 村役場および慣習組織スタッフ NGO スタッフ等への聞き取りと資料収集を実施した 結果と考察同県ではアブラヤシ農園開発が拡大を続けているが 企業の RSPO ISPO 認証取得は遅れている また 2014 年の地方自治体法により すでに県から州に林業の権限は移されたが 県内を管轄する森林管理ユニット (KPH) は 組織こそ形成されているものの 予算の制限により稼動に至っておらず 森林行政の執行に空白が生まれていた 一方で 2017 年に県内の 8 村が NGO の支援によって参加型森林管理 村落林 (Hutan Desa) の認可を環境林業省から受けた 県 NGO はカカオ栽培の普及を支援し 地域住民側の需要も高い さらに 2014 年の村落法に基づき 国および地方自治体から村に配分される予算が増え 参加型で透明性を高めた予算計画の作成と実施がなされるようになりつつある これらの動きは村レベルでの REDD+ の実施に繋がる可能性を有する 今後はこれらの取り組みのより詳細な実態調査が必要である ( 連絡先 : 河合真之 kawai@iges.or.jp)
7 T7 インドネシアにおけるランドグラブと土地改革 藤原敬大 ( 九大院農 ) インドネシアの約 70% の国土 ( 約 1 億 3,000 万 ha) は 恒久的な林地として, その存在が維持されるために, 政府によって指定もしくは決定される特定の地域 (1999 年第 41 号法律 林業法 第 1 条 ) である 国有林地 (kawasan hutan) に指定されている 独立後のインドネシアでは1967 年法律第 5 号 林業法 と1980 年代に実施された 森林利用協定 (TGHK) によって国土の大部分が国有林地へと編入され, 国家の支配下に置かれた これらの土地の囲い込みは国家や企業による莫大な利潤の蓄積を可能にする一方で, 国有林地への編入は暴力を伴い, 地域住民の慣習権を無効にしたため, 多くの土地紛争を引き起こした しかしこれらの国家や企業による広大な森林資源の占有は, 功利主義と科学林業によって正当化されてきた それゆえ, 国有林地は ポリティカル フォレスト とも呼ばれている インドネシアの国有林地におけるランドグラブの現状について, 藤原ら (2015) は大規模な林地が少数の伐採企業や産業造林企業によって保有されており, 更には企業グループによって林地の集積が進んでいることを明らかにしている また国際 NGOのOxfamは, インドネシアでは急速な経済発展の一方で, 経済格差が世界第 6 位まで悪化していることを指摘し, その要因の一つとして不公正な土地の保有形態を挙げている 一方で近年, インドネシアでは土地改革が活発である 1999 年法律第 41 号 林業法 は 慣習林 (hutan adat) を 慣習共同体のエリアにある国有林 ( 第 1 条 6 項 ) として規定していたが, 2012 年憲法裁判所決定第 35 号によって 慣習共同体のエリアにある森林 との判断が下された 同決定に沿う形で,2015 年環境林業大臣令第 32 号 権利林 (hutan hak) は, 森林を 国有林, 慣習林, 権利林 に再分類し, 慣習林は権利林の一つ ( 第 3 条 1 項 2 項 ) として位置付けた 2015 年に策定された 国家中期開発計画 ( ) では,900 万 haの国有地 ( 内 410 万 haは国有林地 ) が 土地改革の対象地 (TORA: Tanah Obyek Reforma Agraria) として掲げられ, 2017 年大統領令第 88 号 国有林地における土地保有権の確定 によって 森林の種類 ( 保護林 保安林 生産林 ), 国有林地率, 土地利用状態( 居住地 耕作地 ) から 国有林地の境界の変更, 国有林地の交換, 社会林業による利用権の付与, 再定住( 国有林地の内から外への移住 ) の4つの土地改革の方向性が示された また同中期開発計画では,1,270 万 haの国有林地を対象とする 社会林業 (Perhutanan Sosial) が掲げられ,2016 年環境林業大臣令第 83 号 社会林業 や 2017 年環境林業大臣令第 89 号 林業公社の管理地域における社会林業 が制定された 本報告では, インドネシアにおけるランドグラブの現状と土地改革の動向についての整理を通じて, 土地保有と森林利用の形態から熱帯アジア林業経済論の比較軸の提示を試みたい キーワード : ランドグラブ, 土地改革, 社会林業, 科学林業, サブシステンス林業 引用文献藤原敬大, サン アフリ アワン, 佐藤宣子 インドネシアの国有林地におけるランドグラブの現状 : 木材林産物利用事業許可の分析 Vol.61 No.1,2015 年,63~74 頁 ( 連絡先 : 藤原敬大 takaf217@agr.kyushu-u.ac.jp)
8 T8 森の民と科学的林学 小池浩一郎 ( 島根大学生物資源科学部 ) はじめに現代の森林政策では 一斉林での木材生産と一切の利用を許さない保安林 国立公園の組み合わせとなっている場合が多い 現在のような状況に至った背景と これによる問題の解決策を検討したい 大陸の林学 (Continental forestry)- 科学的林学現代につながる林学の期限は18 世紀プロイセンの官房学の一部を構成するものであった 標本理論を導入して 簡易な計測で将来の収穫を予測できる 物理学に類する 科学 として確立された 他方 森林経営は国家財政にとって重要だと認識されていたから厳格な森林規制を必然とした そして農業や放牧はこれらの規制を損なうものとされた 国家 ( 宮廷 ) の財政のサステイナビリティは必須の政策目標であり このためには農牧民の排除が必須の手段となったのである 大英帝国はインド領有にあたり 自国の森林はすでに荒廃していたから 大陸で確立された 科学的林学 を持ち込んだ 英国で不足するナラをチークで代替するため 森林から農牧民を排除して資源を維持することがもとめられた インドは亜寒帯から熱帯雨林まですべての森林植生を有することから 大英帝国全体のための林学のセンターとなった その影響は大英帝国以外の地域にもおよんだ 例えばタイの上級森林官はインドのデーラデュンで学びその他の林業技術者は同じく英領のミャンマーで教育を受けた 森の民が向き合うこととなった森林官はこのような背景を持った技術者集団であった 東南アジアの現実不毛の組み合わせ東南アジアでは常畑でのメイズ栽培などへの農薬肥料の多投が指摘され 伝統農法の再評価が文化人類学など林学以外の分野で多くなっている また土壌学の分野では久間らにより 熱帯では水田と休閑期間を確保した移動耕作のみがサステイナブルであり 常畑は持続不可能であるとの指摘がある 東南アジアで現実に進められている山地の土地利用は 住民による一切の利用を排除した保安林 国立公園と それへ囲い込まれた土地の代替地として押しつけられた狭小な常畑でのハイブリッド穀物生産の組み合わせが主流となっている これに比較したとき 休閑期間を確保した移動耕作のほうがはるかに環境負荷が低いと評価されている しかし 最も遅く森林区分を実施したラオスでもこのような経験を踏まえず 生産林 保護林 保全林のみの森林 3 区分となり 科学的林学 の伝統を踏襲しているのである タイなどでも 林業以外からの論考に ドイツ以来の林学の伝統と関連づけた森林政策についての問題点の指摘が見られるようになった 林学 内部 でもこれに答える必要がある ( 連絡先 : 小池浩一郎 koikek@life.shimane-u.ac.jp)
