1 一般財団法人日本船舶技術研究協会 ISO/TC8/SC7( 内陸航行船分科委員会 ) および ISO/TC8/SC11( 短距離海上輸送分科委員会 ) サンクトペテルブルグ会議出席報告書 Ⅰ まえがき 2015 年 10 月 26~30 日に開催した ISO/TC8 総会との同時開催として 2015 年 10 月 27 日に ISO/TC8/SC7 会議 (13:00~14:45) および ISO/TC8/SC11 会議 (15:15~) が合同開催された SC7 では河川など内陸航行船全般の標準化を担当しているが 20 年以上前の古い規格が多く更新作業が難航しており SC11 は欧州で見られる短距離海上輸送の標準化を担当しているが現状では列車フェリーに関する規格案のみ検討が行なわれている状況であるこの合同会議には 5カ国 ( 日本中国ドイツ韓国ロシア ) から 9 名が参加し ( 後半の部の SC11 は中国参加者が 1 名減り 8 名 ) 日本からは SC2 議長の吉田公一氏 ( 一般財団法人日本舶用品検定協会 ) が出席した SC7 会議では浚渫船関係の用語を定めた ISO8384 および ISO8385 を中国主導で改正することが決まり SC11 会議では列車フェリーに関する標準化を ISO Rail ferry ships ISO Ramp/link span ISO Terminal Facilities の 3 編に分割して開発を続けることが SC11 議長より表明された Ⅱ 開催日時 ISO/TC8/SC7 会議 2015 年 10 月 27 日 ( 火 ) 13:00 ~ 14:45 ISO/TC8/SC11 会議 2015 年 10 月 27 日 ( 火 ) 15:15~ Ⅲ 開催場所 Sokos Olympia Garden, St. Petersburg, Russia Federation

2 Ⅳ 審議結果 ISOTC8SC7 会議 (2015 年 10 月 27 日 13:00~14:45) 1. 開会 : 副議長の Nicolai Grigin 氏が会議を開会した (13:00) 2. 出席者 :5 か国から 9 名が出席した中国 :Ding Shuyou 氏, Yao Shi 氏, Wei Fan 氏ドイツ :Heinz Mocklenburg 氏, Maja Buntrock 氏 (SC7 幹事 ) 日本 : 吉田公一氏韓国 :JW Lee 氏 (SC11 議長 ) ロシア :Nicolai Grigin 氏 (SC7 副議長 ), Olga Polykova 氏 ( 通訳 ) 3. 議題の採択 : 議題案 N71 を採択した 4. 前回会議議事録 : 議事録案 N62 を確認した 5. 決議起草委員会 :Maja Buntrock 氏及び吉田公一氏を委員に指名した 6. 事務局の報告 Maja Buntrock 氏 ( 事務局 ) が報告した ISO 6218:2015 Inland navigation vessels -- Manually- and power-operated coupling devices for pushing units and coupled vessels -- Safety requirements and main dimensions 2015 年に発行した欧州では各国の規格として取り込むこととなっている ISO 7236:2015 Ships and marine technology -- Inland navigation vessels -- Mounting attachments for demountable signal masts for push-tows 図の修正を行ったうえで 2015 年に発行した ISO 4085:1979 Swing Derricks Swing derrick はもはや使用されないためこの ISO 規格を配することに SC7 は合意した 7. 定期見直し ISO 8385:1999 Ships and marine technology -- Dredgers -- Classification この規格に定期見直し投票では confirm であったが中国は定期見直し投票の問い合わせが関係機関に来なかったため SAC は Abstain してしまった中国は改正することを提案し改正の内容をプレゼンテーションした (Ding Shuyou 氏, China Communications Construction Company: CCCC) SC7 は改正することに合意した ( 決議 ) 8.ISO 8384:2000 Ships and marine technology -- Dredgers -- Vocabulary 中国は改正を提案し改正の内容をプレゼンテーションした (Mr. Ding Shuyou, China Communications Construction Company: CCCC) ISO8384 には 107 の新しい用語の定義を提案し chapter の数も 11 から 14 に増加することを提案している (new chapter は grab dredger, dipper/back hoe/grab dredger など ) 露は改正提案内容に疑問を示した 2

3 吉田氏は SC7 の今回会議で ISO 8384 を改正することを議決するのであればすぐに改正提案を回章してほしいと要請した SC7 は改正することに合意した ( 決議 ) 9. 決議の採択 ISO/TC 8/SC 7 thanks Mr. Nikolai Grigin for the excellent work done as Vice chairman and nominates Mr. Grigin for a second term (2015 to 2017). ISO/TC 8/SC 7 agrees to revise ISO 8384:2000. The current scope will remain. The Project Leader will be Jian Wang (China). The following experts agreed to participate in the development of the revision of ISO 8384: (K. Yoshida: Japan, Nikolai Grigin: Russia, Yuming Wang: China, Heinz Mecklenburg: Germany, JW Lee Korea RO). The development track will be 3 years. ISO/TC 8/SC 7 agrees to revise ISO 8385:1999. The current scope will remain. The Project Leader will be Ning Li (China). The following experts agreed to participate in the development of the revision of ISO 8385: (K. Yoshida: Japan, Nikolai Grigin: Russia, Rong Zhu: China, Heinz Mecklenburg: Germany, JW Lee Korea RO). The development track will be 3 years. 以上の2つの決議において日本の専門家登録を仮に吉田公一氏にしておいたが後日変更することを申し添えた ISO/TC 8/SC 7 decides withdraw ISO 4085: 次回会議 2016 年も TC8 総会の際に開催することに SC7 は合意した (2016 年 9 月または 6 月 :9 月では欧州国は準備ができないため ) 11. その他の事項なし 12. 閉会 : 副議長の Grigin 氏が閉会した (14:45) 参考 :ISO Directive: Proposal stage In the case of proposals to prepare management system deliverables, see Annex SL A new work item proposal (NP) is a proposal for: a new standard; a new part of an existing standard; a Technical Specification (see 3.1) or a Publicly Available Specification (see 3.2). Form 4 is not required for the revision or amendment of an existing standard provided that the committee passes a resolution containing the following elements: 1) target dates, 2) confirmation of scope (including whether it will be expanded, in which case the process for new proposals shall apply) and 3) the convenor or project leader. The committee must also launch a call for experts. 3

4 ISOTC8SC11 会議 (2015 年 10 月 27 日 15:15~) 1. 開会 : 議長のJW Lee 氏が会議を開会した (15:15) 2. 出席者 :5か国から8 名が参加した中国 : Yao Shi 氏, Wei Fan 氏ドイツ :Heinz Mocklenburg 氏, Maja Buntrock 氏 (SC7 幹事 ) 日本 : 吉田公一氏韓国 :JW Lee 氏 (SC11 議長 ) ロシア :Nicolai Grigin 氏 (SC7 副議長 ), Olga Polykova 氏 ( 通訳 ) 3. 文書 4. 議題の採択 :N66 議題案を採択した 5. 決議起草委員会 : 指名なし 6. 事務局の報告 : なし 7. 作業の現状報告議長のJW Lee 氏が説明したソウル及び北京会議 ( 注 : 船技協は参画していないが日中韓でのフォーラムが開催されている模様 ) で NP19945 Rail ferry systemのwdを検討した現状は stage 20.00である Rail ferry ships Ramp/link span Terminal Facilities DISのターゲットは 2016 年 11 月 11 日である吉田氏は議長がスクリーンで見せたWD(TC8SC11のHPには掲載されていない :ISO formatに入っておりかなりdraftされている ) を SC11メンバーに回章することを要求した議長は会議後に回章すると述べた 8. ロシアのプレゼンテーション ZAO GT Mostonyが rail-ferryを設計し建造されたrail-ferryは以下のルートで運航されている Sakhalin-main land Lega-Ust Turkey-Bulgaria and Crimea Caspian Sea また St. Petersburgとドイツ間のrail-ferryの計画されている参考中国 In use[edit] Guangdong Hainan Railway: Part of this railway is the Yuehai ( 粤海, i.e. Guangdong-Hainan) Ferry which crosses the Qiongzhou Strait, between Zhanjiang, Guangdong and Haikou, Hainan. The line has operated since January 2003, carrying both freight and passenger trains, enabling direct train service between the mainland and the cities of Haikou and Sanya on Hainan Island. [14] As of the late 2010, two ferry boats were in operation; the third boat, Yuehai No. 3, was launched in Tianjin in September 2010, and was going to be delivered to the ferry company in December [15] 4

5 Bohai Train Ferry: Yantai in Shandong Province to Dalian in Liaoning Province. This short-cut line, operated by Sinorail, has been running since November As of 2011, it is freight-only service. [16] Jiangyin Train Ferry on the Xinyi Changxing Railway (freight only). Trains are carried from Jingjiang on the northern side of the Yangtze River (terminal at N E) to Jiangyinon the southern side (terminal at N E). A pair of ferries make 48 trips per day across the river. [17] ロシア Black Sea[edit] Kerch Strait ferry line from Port Kavkaz to Port Krym, across the Kerch Strait. Operated from 1953 to In 2004, service restored as a car ferry so far; possibility of carrying rail cars is studied as well. [22] Varna-Illichivsk [23] Pacific Ocean[edit] Vanino - Kholmsk, connecting Sakhalin Island with the mainland. (Since 1973). The ferry line is operated by the Sakhalin Shipping Company. Since Sakhalin railways use the Japanese gauge of 1,067 mm (3 ft 6 in), the railcars coming from the Russian mainland need their bogies changed; this is done in Kholmsk. Baltic Sea[edit] Baltijsk to Sassnitz-Mukran (Germany), started in Baltijsk to Ust-Luga Ust-Luga to Sassnitz-Mukran (Germany), started in Former[edit] The SS Baikal was a train ferry which operated on Lake Baikal in the early 1900s between Port Baikal and Mysovaya, filling a gap in thetranssiberian Railway before the completion of the Circum-Baikal Railway around the lake. 以上 5
