The authors 1) statistically demonstrated the effects of the crisis on migration of Indians both in terms of flow and stock, 2) intensively made interviews with Indians in to identify developments of Indian business networking and local communities in Japan. Findings are as follows; Indian inhabitants are only 20thousand and growing especially in and around Tokyo, while Chinese are 600 thousand and Brazilian are 250 thousand. They consist of longterm residents; workers with status of residence technology and skilled labor as well as their families and business travelers. There are diversified businesses of trading, maintaining the system of financial institutions, environmental protection and venture business. Under such circumstances, 1) there are more and more Indians moving between India and Japan, 2) Indian communities are so flexible and diversified in comparison with those of Brazilians or those of Europeans. In order to make use of complementarities between Japan and India, it is important to collaborate with Indian business communities and strengthen human resources development. 70 Migration Policy Review 2011 Vol.3
