3 Based on Present Practice of Prefectures Satoki TAZAWA Pre-3year old enrollment is a system that a child enrolls in kindergarten when one turns 3 years old, not wait until April, the beginning of school year. Because the declining birthrate, and declining number of children enrolling kindergarten, this system is reviewed by the economical reason of kindergarten or administrative organs, rather than children s growth. And, system has not yet well discussed of its present conditions, or situation and need of different areas. In this report, clarify the historical background of Pre-3years enrollment, and overview and analyze recent practice of each prefecture.
