34 p. 141 159 2008 Characteristics of Regional Education Policy for the Torres Strait Islander People Some unique features of State and Commonwealth policy Yoshihito Ii Fuji Women s University Abstract The aim of this paper is to clarify the characteristics of government education policies for the Torres Strait Islander people since the 1980s to the present, and to compare them to the related Commonwealth education policies for Indigenous Australians. In the middle of the 1980s, Torres Strait Islander Regional Education Consultative Committee TSIREC was established by the representatives of the Torres Strait Islander people in order to submit their own educational demands to the government. They insisted that they needed for their children to receive the same levels ofschool education to others in Queensland as well as to maintain their own traditional culture. This means that Islander people at that time recognized school education as a tool to obtain a ticket for social success in Australia and to maintain their tradition. This attitude of Islanders to school education has been changed under the influence of the Commonwealth education policies which primarily aims at improving educational outcomes of all students especially Indigenous ones. They had a new regional education policy which was developed by the coordination between the state education department and the TSIREC in 2006 and initiated educational reform targeted to improve their students low educational achievements. This policy encouraged Islanders not only to commit to develop the policy but also to share the responsibilities for the outcomes with Queensland and Commonwealth governments. Therefore Islander people have regarded school as a place where they attain basic skills needed in the mainstream of Australian society. However, as a slogan of Yumi education in the policy, Islander people do not consider the either objective to be important. Yumi is a Creole word which means you and me. Islander people need to receive the respect to their tradition from other Australians as well as to learn skills and knowledge which Australian mainstream society requires.
