25 Hungary s Consolidation and Foreign Policy: With Special Reference to Relations with Austria Akira OGINO One of the fundamental principles of Hungarian foreign policy under the regime was the peaceful coexistence of states with different social system. Hungary tried to establish good relations with West European states pragmatically after Consolidation of the socialist system in theend of 1950s. The purpose of this paper is to examine the formative Hungary s pragmatic foreign policy. Especially this study is focused on Hungary s policy toward Austria. The Hungarian Revolution of 1956 was crushed by the Soviet army. After the suppression of the people s uprising, the First Secretary of the Hungarian Socialist Workers Party, and other leaders had to eliminate Stalinist leaders from the party in order to stabilize the domestic situation. At the same time, it was an urgent task to grow out of the international isolation that had resulted from the military intervention and suppressing the opposing forces. It was Austria that Hungarian leaders regarded as important, when they carried out their policy toward non-socialist states. So Hungary was intent to negotiate a settlement with Austria and tried to promote neighborly friendship, in spite of the deteriorating relations after the Hungarian Revolution. The author analyzes how Hungary developed negotiations with Austria until the beginning of the formal consultation between the two states. For the regime to make relations with Western Europe, including neutral Austria, better, it was essential to relax oppressive domestic policy.
