1 DAAD University of Tsukuba Deutscher Akademischer Austausch Dienst German Academic Exchange Service 平成 30 年度筑波大学 DAAD パートナーシッププログラム公募要領 The University of Tsukuba DAAD Partnership Program 概要本パートナーシッププログラムは筑波大学とドイツ学術交流会 ( 以下 DAAD という ) との共同イニシアティブであり筑波大学および DAAD が共同で資金提供を行うものである本プログラムは日本では筑波大学によってドイツでは DAAD ボン本部によって運営される筑波大学の申請者は筑波大学に申請書を提出するその際ドイツの教育研究機関の共同研究者が対応する申請書をドイツ学術交流会 (DAAD) に提出することを必ず確認し本プログラムが日独の対称性を求めていることに留意の上日独両サイドの申請内容が同じであることを確認すること筑波大学およびドイツの申請者はそれぞれの申請書に加え英語による同一の研究内容レジュメを双方の申請書に添付するものとする DAAD 及び筑波大学は 2018 年以降 DAAD 側はドイツ外務省より提供される資金から毎年最大 60,000 筑波大学側も同等程度の予算を確保し 3 件程度の採択プロジェクトに対し資金提供を行う提供された資金は国際線航空賃及び現地宿泊料としてのみ利用可能とする筑波大学側のパートナーシッププログラム参加者の派遣可能期間は 2018 年 4 月から 2020 年 3 月までドイツ側は 2018 年 1 月から 2019 年 12 月までである本公募要領は筑波大学側の申請者向けに作成されたものであるドイツ側の申請者は DAAD の公募要領を参照するものとする 1. General Information This partnership program is a joint funding initiative of the University of Tsukuba and the German Academic Exchange Service (DAAD). The program is administered by the University of Tsukuba in Japan and the DAAD Bonn Office in Germany. Before submitting an application, applicants from the University of Tsukuba must confirm that their corresponding counterparts in education and research institutions in Germany must also submit a corresponding application to DAAD. The program seeks a balance in the research contents between Japan and Germany, thus in developing the research plan in English, there must be shared common understanding among the applicants. Funding may be granted for international air fare and accommodation costs only. The DAAD and the University of Tsukuba have agreed to invest an annual budget up to around each for generally up to three new projects from Funding of the German side is supported by the Federal Foreign Office, the foreign ministry of the Federal Republic of Germany. The period of possible dispatch of participants under this program is from April 2018 to March 2020 for the University of Tsukuba side, and from January 2018 to December 2019 for the German side. These guidelines apply to University of Tsukuba applicants only. Objectives The program aims to foster long-term co-operation between the University of Tsukuba and institutions of higher education and research of the Federal Republic of Germany through the provision of funding for the exchange of individuals and groups. The objective is to strengthen existing partnerships and to initiate new partnerships or similar cooperation. The exchange of academics from any field including early-career researchers and junior scholars, who are part of the co-operation, is eligible to apply for funding. 3 応募資格本プログラムはドイツ側協力者との共同研究を計画する全分野の研究者及び研究グループを対象とする特に若手研究者及び若手教員 ( 修士課程博士課程の学生及び博士号取得後原則として 5 年以内の研究者 ) を含むプロジェクトを優先する研究グループの日本側参加者として筑波大学以外の他大学機関の研究者も参加可能だがプロジェクト代表者は必ず筑波大学所属の研究者である必要があるまた他大学機関所属の研究者がプロジェクトに参加するための費用については所属機関の財源など本プログラム予算とは別の財源から支出する必要がある日本及びドイツの申請者は相互の協議の後に対応する申請書とレジュメ ( 日独で共通のもの ) を筑波大学および DAAD にそれぞれ提出する筑波大学側資金は次の者に対して最長 2 年間まで提供されるドイツの大学研究機関での教育又は研究を行う筑波大学所属の大学教員研究者筑波大学所属の若手研究者 ( 修士課程大学院生博士課程大学院生ポストドクター ) 3. Eligibility The program is open to scholars/researchers/research groups in all academic fields for joint research with German partners. Projects comprising the exchange of students still pursuing their master s or doctoral degrees and scientists who obtained their PhD degrees no longer than 5 years are preferred. Project members from the Japanese side can include researchers affiliated with the University of Tsukuba as well as those who belong to other universities / research institutions. However, the principal researcher of the project must be from the University of Tsukuba. Funds of this program are provided ONLY to researchers belonging to the University of Tsukuba. Researchers from other universities / research institutions should secure their financing for joint research. Applicants in Japan and Germany are asked to submit corresponding applications and research summary in English after mutual negotiations. Funding by the University of Tsukuba is available for individuals for up to two years as follows: teachers / researchers / scholars belonging to the University of Tsukuba who wish to teach or conduct research at education and research institutions of the Federal Republic of Germany; young researchers belonging to the University of Tsukuba (students in master s courses / students in doctoral courses / postdoctoral researchers); 4 申請書本プログラムによる交流資金の申請書は双方の共同研究申請者が対応する申請書をそれぞれの機関 ( 筑波大学の申請者は筑波大学ドイツ側の申請者は DAAD) に提出する必要があるなお事業計画を立てる際には本プログラムが日独の対称性を求めていることに留意の上日独両サイドの内容が同じものであることを確実にするために英語による同一の研究内容レジュメを双方に一通ずつ提出するものとする筑波大学側における提出書類は以下のとおりである 1. 平成 30 年度筑波大学 DAAD パートナーシッププログラム申請書 2. 3 4. Application The funding of exchanges in this program requires the co-operating partners on both sides to submit parallel applications to their institution (the University of Tsukuba and DAAD). When developing the research plan, it is important to note that this program seeks a balance between Japan and Germany with regards to the research contents ensuring that they share common understanding by submitting a research summary in English to both DAAD and the University of Tsukuba. 1. Proof of research results achieved to date i.e. report, publications (only in case of application for extension of funding) 5 評価基準申請されたプロジェクトは以下の基準により評価される研究計画の学術的観点からの評価長期的な双方向協力に向けて期待される効果相手方協力者の研究参加が必要な理由説得力のある交流訪問計画訪問回数や期間に関する申請経費の妥当性若手研究者 ( 修士博士課程の学生及び博士号取得後原則として 5 年以内の研究者 ) とリーダー研究者の参加バランス若手研究者の教育にとっての意義延長申請 ( 過去に採択された研究プロジェクトでの再度の申請 ) をする場合は下記についても評価基準となる前回の共同研究が成功であったことの証明 ( 報告書出版物など ) 研究を継続する目的の詳細及び継続することにより期待される利益 5. Assessment Criteria The application will be assessed based on the following criteria: evaluation of the research plan from the academic point of view added value of the project for long-term bilateral cooperation necessity for the participation of the chosen partners convincing exchange and visiting plan of involved members appropriateness of the financial request in terms of the number and duration of visits balance of involvement of advanced and younger academics (students still pursuing their master s or doctoral degree and scientists who earned their PhDs no longer than 5 years) relevance for education of young academics mutual recognition of higher education qualifications Additional requirements for research teams who are applying for funding extension, i.e. continued cooperation funding beyond two years: submission of proof of prior successful collaboration (i.e. report, publications) specification of goals and expected benefits of the continued cooperation 3

4 6 資金の提供資金の提供は国際線航空賃及び現地宿泊料のみとする筑波大学側参加者は下記のガイドラインに従って資金が提供される資金は初年度の申請で当該プロジェクトの優秀性に基づき最長 2 年間まで支給可能となる初年度は筑波大学側で 1 件あたり最大 1,500,000 円までドイツ側では 1 件あたり最大 15,000 までの資金が提供される次年度の提供資金は初年度に採択された金額の半額以下となる提供資金額は採択プロジェクト数やプログラム全体の予算状況に応じて決定されるため申請した金額から減額となる可能性がある個人的経費備品費及び書籍費は支援されず他の財源により確保しなければならない給与及び副次的コスト / 追加コストは提供されない大学教員の場合交流参加者の給与は所属組織から支給するものとするまた参加者は自身で保険に入らなければならない筑波大学側参加者の最大支給金額省略形区分国際線航空賃 ( 往復 ) 現地宿泊料 G 大学院生 ( 修士課程 ) D 大学院生 ( 博士課程 ) 130,000 円 15,000 円 / 泊 P ポスドク ( 一回の渡航につき ) H 大学教員 17,000 円 / 泊なお本ガイドラインは採択後の両当事者間の協議に基づき予期せぬ状況により変更する場合がある 6. Funding Funding is available for international air fare and accommodation costs only. For University of Tsukuba participants, funding is according to the guidelines in the table below. Funding may be granted according to the quality of the project for up to 2 years within the framework of the first application. In the first year of funding, a maximum of 1,500,000 Yen may be granted in Japan, and up to Euro in Germany. In subsequent years, the funding amount may not be greater than half of the amount granted for the first year. Basic costs for persona expenses, equipment and books cannot be supported and must be provided from other sources. Salaries and side costs / additional costs cannot be funded. In the case of university teachers, the participants in the exchange must be paid by their home institutions during the phases of exchange. Participants have to take out insurance on their own behalf. Maximum Rates for University of Tsukuba Participants: G D P H Status Graduate students (in Master s Program) Doctoral candidates Postdoctoral researchers University Faculty International air fare (round-trip) 130,000 yen (per each trip to Germany) Accommodation costs 15,000 yen (per night) 17,000 yen (per night) In addition, application guidelines may be subject to change according to unpredictable developments on both sides in post-selection consultations. 4

5 7. 申請プロセス本申請はパートナーシップの内容及び経費に責任ある代表者 ( 教員 ) が申請するものとする本学のプロジェクト代表者 ( 教員 ) は対応支援室等に申請書類を提出し支援室が各代表者からの申請を取りまとめて組織の長名義にて下記担当まで提出をするなお申請代表者は筑波大学の常勤教員に限定する ( ドイツ側の申請代表者は DAAD ポータルを経由で申請書を提出する必要がある ) 2018 年度申請の提出締め切りは 2017 年 7 月 3 日とする筑波大学からの資金提供は 2018 年 4 月 1 日から DAAD からの資金提供は 2018 年 1 月 1 日から開始される本件問い合わせ先 : 筑波大学国際室ボンオフィス担当 E メール : bonn-office@un.tsukuba.ac.jp ( ドイツ側申請者の場合 :Ms. Mirjam Horn E メール : m.horn@daad.de) 7. Application Process Applications must be submitted by the principal applicant, the individual in charge of the research partnership, its contents and budget. Applicants must submit their applications to their academic service office concerned. Staff of each academic service office will submit all the applications to the Office of Global Initiatives. The principal applicant is limited to full-time teaching staff of the University of Tsukuba. (German applicants must submit their applications via the DAAD Portal.) Deadline for submission of applications for fiscal year 2018 is July 3, Funding from the University of Tsukuba will start on April 1, 2018, and January 1, 2018 from DAAD. For further information, please contact the University of Tsukuba Bonn Office at bonn-office@un.tsukuba.ac.jp ( For German applicants: contact Ms. Mirjam Horn at m.horn@daad.de ) 8. 報告採択されたプロジェクトの代表者はドイツ訪問の期間参加者が確定した段階でドイツ訪問プランの提出を行う必要があるプラン提出後に参加者等の変更が生じた場合は逐次変更届の提出が求められるまた代表者はプログラム予算を使用したドイツ訪問終了ごとに予算支出報告を行うものとする加えて毎年 3 月末までに 1 年間の共同研究プロジェクトについての最終報告書を提出するものとする各届出報告は下記の筑波大学ボンオフィスウェブサイト上のフォームからそれぞれ提出するものとするドイツ訪問プランの提出プロジェクト内容変更届プログラム予算支出報告プロジェクト最終報告書提出報告書は本パートナーシッププログラムの目標の達成状況について確認するため筑波大学及び DAAD により参照される 5

6 8. Reports Principal researchers of adopted projects must submit a visitation plan when the visiting period and participants have been finalized. In case of any changes in the project, a notification of project modification must be submitted. At the end of each trip to Germany using the program budget, an expense report must be submitted. In addition, a final report of the project is expected to be submitted annually by the end of March.
