3 1. フィリピン国際河川サミット とは? パートナーシップを軸とした持続可能な河川流域管理方策をフィリピン全土で共有する初の国際行事! 本行事は My River, My Life をテーマに 持続可能な河川流域管理の知見をフィリピン国内及び海外関係者で共有することを目的としてフィリピンで初めて開催され フィリピン国大統領や国会議員 州知事なども参列し フィリピン国内より約 1,100 名 ( 地方自治体議員や政府職員 市民団体 実務者等 ) また海外より 15 か国約 80 名 ( 研究者 NGO 行政関係者 ドナー等 ) が参加し盛大に催されました 開催地 : フィリピン国西ビサヤ地方パナイ島のイロイロ市 ( 概要は次章参照 ) 開催期間 : 2012 年 5 月 30 日 ( 水 )~6 月 1 日 ( 金 ) 主催者 : イロイロ市 (Iloilo City) 環境天然資源省 (DENR) 1st Philippine International River Summit の 4 つのテーマ (Important Issues) 1) 河川 流域ガバナンス 2) 生物多様性管理とエコツーリズム 3) 気候変動と減災管理 4) 水質と水資源管理 サミット会場の様子
4 2. 開催地 Iloilo 市と現地河川の紹介 イロイロ市 (Iloilo City) の概要 本行事が開催されたイロイロ市は フィリピンの首都マニラから飛行機で南方に1 時間 西ビサヤ地方パナイ島の南東部端に位置する人口約 44 万人 面積 70km 2 の地方都市です イロイロ市の洪水対策や環境整備事業はJICAを通じた日本の援助で実施され また2007 年には円借款により新イロイロ国際空港が開港するなど 日本とも深い関わりがあります 市内中央部をイロイロ川が流れ Showcase of Thriving Urban Biodiversity( 繁栄する都市の生物多様性の模範 ) Iloilo River as lifeline of city( 市のライフライン イロイロ川 ) 等の表現に見られる様に イロイロ川を軸とした地域の環境向上や経済発展を 市長の強いリーダーシップのもと市政として前面に掲げて取組んでおります こうした背景から フィリピンで初となる河川サミットがこの地で開催されました イロイロ市ホームページ ( 英語 ):
5 イロイロ川 (Iloilo River) 及びハロ川 (Jaro River) の概要 2. 開催地 Iloilo 市と現地河川の紹介 イロイロ市を流れるハロ川 ( 流域面積約 400km 2 ) 及びイロイロ川 ( 流域面積約 100km 2 ) は 台風や集中豪雨により常襲的な洪水被害に悩まされ また生活雑排水や廃棄物の投棄などまた生活雑排水や廃棄物の投棄などで汚染が進み 洪水被害の軽減と河川環境改善が長く課題となっていました そこで 日本の政府開発援助として 1990 年代にハロ川及びイロイロ川の洪水対策事業計画が立案され 2006 年からは この計画に基づく全長 4.8 km の放水路建設や市内の排水路改善事業などの工事が実施されました 現在は 洪水被害の軽減と快適な生活環境が確保され これら河川を軸としたイロイロ市地域経済の躍動への期待が高まっています なお イロイロ川における河川整備活動は 米国シカゴに拠点を置く Rivers of the World (ROW) Foundation より持続的環境配慮型事業として2010 年に金賞を授与されました イロイロ洪水制御事業に関わる JICAホームページ : Rivers of the World (ROW) Foundation : 事業前 2011 年 2 月 事業後 2011 年 11 月

13 4 開会式基調講演 (5/31 午前 ) 開会挨拶に続いて 4 つの基調講演が行われました ( すべての講演資料は行事 HP より入手可能 ) 講師 :Fred Eisenberger( カナダ 前ハミルトン市長 ) タイトル :Bringing Back the Harbour, Lessons from the City o Hamilton 概要 : オンタリオ湖に位置するハミルトン港沿岸部の環境再生の取組み紹介とそこから得られた教訓に関わる発表 まずは沿岸部の激しい環境悪化を含む地域の歴史的経緯を丁寧に説明し その改善のために何を行い そこから得られた7つの教訓を前半で紹介 そして それぞれの教訓について 写真を織り交ぜ詳しく解説するという 他地域での活用や知見共有を意識した素晴らしい講演であった 講師 : Manuel V. Pangilinan ( フィリピン PLDT) タイトル : Caring for "Our Treasure" 概要 : フィリピンに421の河川があり そのうちの20が大流域の河川であり さらに 50 の河川が生態的に死の川であるというデータを冒頭で開示 その後 近年の台風被害状況なども織り交ぜ 洪水防御と環境改善をどのように両立させていくかについて 民間企業としてできる取組 実際に着手している活動などの概要を紹介していた
14 4 開会式基調講演 (5/31 午前 ) 開会挨拶に続いて 4 つの基調講演が行われました ( すべての講演資料は行事 HP より入手可能 ) 講師 : HE H.E. Datuk Seri Mohd Ali Bin Mohd Rustam ( マレーシア マラッカ大使 ) タイトル :Sungai Melaka ( マラッカ川 ) 概要 : マレーシア国マラッカ川の河川再生の紹介 かつてのマラッカ川の様子 またマラッカの紹介の後 マラカラッカ川の環境再生と地域活性化に向けてどのような取組を実施し 何が変わったかについての解説があった 発表では 整備前と後 (before and after) の写真を豊富に紹介し 変化の様子が視覚的に分かるとともに 舟運や水辺行事を通じた地域活性化の様子 さらに今後のマラッカ川の展望が紹介された 講師 : Noel Hechanova ( フィリピン イロイロ市 ) タイトル : Iloilo River, Then and Now 概要 : イロイロ川の歴史紹介からスタート スペイン統治時代以前から現在までの変化の紹介の後 現在のイロイロ川について 生物 経済 観光等の切り口から解説し どのような仕組み ( イロイロ川開発委員会 ) で河川整備が行われ また今後の展望 ( 具体事業 ) についても紹介があった

19 6 閉会式及び大統領基調講演 (6/1 午前 ) 閉会式は下記プログラムで開催され 冒頭で 今回のサミット成果を集約し イロイロ市の河川を軸とした地域活性化を進めていく上での宣言文が市長より発表されました 続いて 各パラレルセッションの総括として 講演内容 キーポイント 課題 解決策 提言 の順で発表され 本サミットの成果を参加者全員で共有しました 但し 最も大切な総括プロセスにも関わらず その後行われる大統領基調 講演の時間調整から 非常に短時間 かつ途中で終了する形での総括となったことは残念でなりません また第 2 回サミットが 2 年後の 2014 年にマリキナ市 ( マニラ首都圏 ) で開催されることも発表されました 市長による宣言 閉会式のプログラム 1. イロイロ市の河川イニシアティブ宣言 ( イロイロ市長より ) 2. サミットの各パラレルセッションの総括発表 ( 各座長より ) 3. 第 2 回フィリピン国際河川サミットの開催地発表 4. 20 6 閉会式及び大統領基調講演 (6/1 午前 ) AQUINO III フィリピン大統領による講演では フィリピン国民と河川との深い歴史的な関わりに触れ フィリピン全土で適正な河川流域管理及び水資源の管理をしていくための新たな組織づくりに向けた取組が表明されました また イロイロ市における河川を軸とした地域活性化の取組を讃えるとともに 更なる地域の持続的発展に貢献する取組として ルソン島以外では最大規模となる JALAUR 川多目的ダム建設 に関わる事業表明がなされました 大統領講演内容の詳細はこちら ( 英語 ): of president aquino atthe 1st philippine international river summit june / ハロ川支流 JALAUR 川に建設予定の多目的ダムの模型 AQUINO III フィリピン大統領による演説 大統領へのダム事業説明

25 6. 本サミットに参加しての感想と今後の取組み パートナーシップによる持続可能な河川流域管理の実現に向けた知見共有 という開催趣旨に照らし合せると フィリピン国内関係者及び海外からの参加者にとっても素晴らしい成果が得られた行事でありました イロイロ市長の強いリーダーシップ またまた JICA や CITYNET 等の日本の関係者を含む 様々な方々の努力の上に本行事の成功があると思います 一方で 盛大な打ち上げ花火の様な一過性のイベントで終わらぬよう 参加者や関係者が今後のフォローアップを如何にできるかに本行事の真の成果は掛かっているとも言えるでしょう また今回の行事参加を通じては フィリピンの河川管理におけるこれまでの日本の貢献を再認識するとともに 減災と環境保全の視点からの河川再生 更には川を軸とした地域活性化など 日本がこれまで蓄積してきた様々な知見を積極的に関係者と共有していくことの重要性も確認できました JRRNでは 本行事に参加した日本関係機関との継続的な連携を通じ イロイロ市関係者との情報共有や技術協力に貢献してまいります また 海外より参加された Rivers of the World (ROW) Foundation ( 米国 ) や International Water Centre( 豪州 ) などとも連携構築を進めて参ります 本行事の参加を通じて得た知見は今後の JRRN 及び ARRN 運営に生かしながら日本を含本行事の参加を通じて得た知見は 今後の JRRN 及び ARRN 運営に生かしながら 日本を含むアジアにおける河川再生の担い手の出会いの広場 ( 横断的な連携基盤 ) の構築を目指して参ります
