1 A Study on Stakeholders Participation Forms in the Designing Process of Regional Vision under Depopulating Society SHIROTSUKI, Masahiro OTSUKI, Satoshi KANEGAE, Hidehiko The population stood at approximately million as of October st, down by, from the year before. This was a tipping point that Japan encountered a depopulation society as the fastest speed without parallel in the rest of the world. The achievement of high economic growth since the close of World War brought a modernization of entire infrastructure in all corners of the country through the principle of expansive fiscal policy. Distortion of the high economic growth and negative legacy of the bubble economy, however, led budget deficit and accelerate policy shift of regional development from a dependency relationship with the central government to the decentralization. This shift calling local governments to create an environment for the effective mobilization of policy and request local residents to directly part in the regional vision making process. This paper focusing on Shimane prefecture in Chugoku region, which is one of the most financially weak and depopulated prefectures in Japan to identify how local municipalities handling their stakeholders in the regional vision making process.
