2 21st JECKU Top Executive Meeting October 18, 2012, San Diego Chairman s Note The 21st JECKU Top Executive Meeting was held in San Diego on October 18, 2012, and was attended by representatives from major shipbuilders in Japan, Europe, China, Korea and the USA. This year the meeting was opened with the report of a guest economist on the world economy. In traditional fashion, each of the delegations provided a report on shipbuilding in their respective regions. Global supply and demand was discussed as well as individual briefs on specific ship type markets. Shipbuilding costs and environmental issues and increasingly strict regulations were also discussed. Lastly, the CESS Committee Chairman delivered his report which consisted primarily of the activities of regulatory bodies. All of the delegations expressed concerns about the world economic recovery. Slow growth continues, led primarily by developing economies, but future projections of growth continue to decline. The debt crisis in Europe and the impact of anticipated fiscal austerity on the part of the United States were discussed as impediments to current and future growth and the source of risk for the future economic recovery. Negative trends noted last year in the shipbuilding industry continued, including an increasing imbalance between supply and demand, and falling ship prices. In the past year oversupply has continued to drive ship prices down and while simultaneously reducing demand. The discussion of ship type sectors showed clearly that most sectors have been significantly impacted by this trend. The delegates acknowledged that these factors have created a crisis in shipbuilding that is likely to be with the industry for several years to come. The delegates also acknowledged that all related stakeholders in the maritime industries need to work actively together to overcome the crisis. 2
3 The participants acknowledged that the current tough market situation will call for an even closer coordination with the related industries and for the shipbuilders to reflect a common voice in the rule making process at the International Maritime Organization (IMO). The Energy Efficiency Design Index is being further implemented with the participation of the shipbuilding industry to make the solutions more practical and effective. Shipbuilding technologies will be of core importance to the steady development of the eco-friendly maritime industry and such closer coordination will serve to open the way for introduction of further meaningful and innovative solutions such as alternative fuels like LNG. While the delegates acknowledged that the crisis in the shipbuilding industry is linked to a slow and uncertain economic recovery and a mismatch between shipbuilding supply and demand, it was also recognized that the twin challenges of environmental requirements, now coming into effect, and major changes in world energy markets provide the opportunity for innovation. The shipbuilders have the opportunity to help revive their markets by working together along with the related industries on international regulatory issues and by providing innovative products to the market. The Japanese shipbuilders will host the 22nd JECKU Top Executive Meeting in The delegates agreed to meet in November 2013 in Okinawa, Japan. 3
4 第 21 回 JECKU 造船首脳会議 (2012 年 10 月 18 日サンディエゴ ) 議長声明 第 21 回 JECKU 造船首脳会議は 2012 年 10 月 18 日に米国 サンディ エゴで開催され 日本 欧州 中国 韓国 米国の主要造船会社の首脳らが 一堂に会した 今年の会議では まず初めにエコノミストを招いて世界経済の講演が行われた その後は従来のやり方に倣って 各極が各地域における造船業の報告を行ったほか 世界の新造船需給 船種別市況 造船コスト 環境問題ならびに厳しさを増す規制についても議論を展開した 最後に CESS 委員長より規制機関での活動を主とした報告が発表された 会議出席者は世界経済の回復についての懸念を示した 世界経済は現在 主に新興国の牽引によって低いながらも成長を記録しているが 先行き成長は更なる下り坂が見込まれる 欧州での債務危機と米国で予想される緊縮財政の影響は 現在ならび将来の経済成長を阻害するものであり 将来の経済回復にとってのリスク要因となりうる 昨年の会議でも報告された造船業における需給不均衡の拡大と船価の下落などの悲観的な傾向は現在も継続している 過年も設備過剰によって船価の下落が続いており 同時に新規受注も減少している 船種別市況の議論では ほとんどの船種がこの傾向によって深刻な影響を受けていることが如実に示された 会議出席者は これらの要素が造船業の危機的状況を創り出しており この状況が今後数年続くであろうと認識を示した またこの危機の克服に向けて海事産業の全ての関係者が積極的に取り組むことが必要であると確認した 4
5 現在の深刻な状況下においては 関連業界とのなお一層の密な連携や 国際海事機関 (IMO) での規制策定過程において造船業界の共同の意見を反映することの重要性が求められる エネルギー効率設計指標 (EEDI) の実施については より実用的で効果的な解決策となるよう造船業界も参加し 現在策定段階にある 造船技術は海事産業の環境に優しく安定した発展のために核となる重要なものであり このような密な連携によって天然ガスの様な代替燃料の導入といったより有益で革新的な解決策の策定が可能となる 現在の造船業界の危機は 鈍くて不確実な経済回復と新造船需給の不均衡に起因しているとの認識を新たにする一方で 発効間近な環境要件ならびに世界エネルギー市場における大きな変化への取り組みが造船業の革新に向けた契機となる側面にも注目した 国際的な規制問題において関連業界と協力し合い 市場に革新的な製品を提供することが造船業界にとって市況回復への助けとなる 22 回目となる次回 JECKU 造船首脳会議は 日本がホストを務める 会議 出席者は 2013 年 11 月に沖縄で再会することを約束した 以上 5
