Vol.57, No.4 (2014. 10),p.25-48 Abstract 本稿では, 2000 年代以降に実施された若年層への地域別労働市場政策であるジョブカフェに関する強化事業の政策評価分析を実施した まず, 職業安定業務統計 の都道府県パネルデータを用いて労働需給のマッチング関数を推計し, 事業対象のモデル地域でジョブマッチングの効率性が高まったかを検証した その結果, 2005 07 年度にかけて, ジョブカフェ関連強化事業によってモデル地域でマッチング効率性が上昇していた可能性が示された 次に, 家計パネルデータをもとに, 変量効果プロビットモデルと傾向スコアマッチングを用いたDD 分析を行い, 個人の雇用確率が高まったかについても検証した その結果, 総じてみればモデル地域で正規雇用や非正規雇用の雇用確率が高まったという証左は得られなかった これら2つの分析結果から, ジョブカフェ関連強化事業はジョブカフェ利用者の雇用を創り出した可能性はあるものの, 地域全体の若年層の雇用環境を改善するまで効果が大きかったとはいえないと指摘できる Notes 日本家計パネル調査 を使った雇用政策評価分析 特集号# 論文挿表 Genre Journal Article URL http://koara.lib.keio.ac.jp/xoonips/modules/xoonips/detail.php?koara_id=an0023 4698-20141000-0025
