Abstract When it comes to the state s policy on art and culture, there are two major approaches. One strand of liberal thought emphasizes state neutrality and claim that the state should fund all art and culture equally regardless of its worth. Government should not prioritize certain art to be handed down to posterity, rather it should be determined by the market. Another strand of liberal thought endorses government support for art and culture, especially for high culture. Good art enriches our lives. Thus, government should encourage citizens to enjoy fine art. This paper shows that the tension between these two claims is fundamental to cultural policy. 1 -
