紛争影響国における雇用と生計向上に係る情報収集 確認調査最終報告書 エア ~ ウの結果を踏まえ 紛争影響国において留意すべき事項 成功につながるアプローチ 工夫等をまとめるとともに JICA の比較優位や今後の新たな取り組みへの提言を取りまと める (3) 調査手法現地調査 本邦における関係者へのインタビュー及び報告書等の二次データの分析を組み合わせる なお 現地調査の対象国は インドネシア 南スーダン ルワンダ ウガンダの 4 カ国とする 他の対象国 地域については 国内作業にて調査 分析する 現地調査は以下の日程で実施した 詳細については付属資料 II を参照 1) インドネシア :2012 年 4 月 22 日 -5 月 6 日 2) 南スーダン :2012 年 5 月 14 日 -5 月 23 日 3) ルワンダ :2012 年 5 月 23 日 -6 月 6 日 4) ウガンダ :2012 年 5 月 23 日 -6 月 6 日 (4) 調査目的紛争影響国 地域における雇用及び生計向上支援分野における新たな取り組みを検討する上で参考となる情報を収集 分析し 紛争影響国で今後 JICA が事業を実施する上で留意すべき点 採用すべきアプローチ等を提案することを目的とする (5) 調査範囲本調査は 紛争影響国における雇用と生計向上分野について 上記 (4) 調査目的 を達成するため 以下の調査 分析の 6 つの視点を踏まえつつ 上記 (2) 調査内容 に示す事項の調査を行い 本最終報告書を含む報告書等を作成するものである 調査 分析の 6 つの視点視点 1: 社会的側面技術的 経済的側面のみならず 精神面への影響やコミュニティ間の和解等も含める 受益者の選定における社会的側面への配慮といったアプローチにも着目する 視点 2: コミュニティのキャパシティ強化政府の能力が限定的な紛争影響国 地域においては コミュニティの受容力を高めることやコミュニティ内に強いリーダーシップを持つことが必要となる 視点 3: 政府の関与中央政府 地方政府の関与は持続性の確保のために重要となる 1-3

紛争影響国における雇用と生計向上に係る情報収集 確認調査最終報告書 2.4.2 障害を持つ除隊兵士の社会復帰のための技能訓練プロジェクト (1) プロジェクトの概要と教訓 プロジェクト名 : 障害を持つ除隊兵士の社会復帰のための技能訓練プロジェクト実施期間 :2005 年 12 月 ~2008 年 11 月 C/P: ルワンダ動員解除 社会復帰委員会 (RDRC) 技能訓練センター (STC) 協力実績 :1.54 億円スキーム : 技術協力プロジェクトプロジェクトの基礎情報 プロジェクトが開始 実施された背景 ( 政治的 社会的 経済的 治安等 ) ルワンダ共和国 ( 以下 ルワンダ と記す ) においては 長年にわたるフツ族対ツチ族の内戦および 1994 年の大虐殺やコンゴ民主共和国 (DRC) 等近隣国との紛争後 肥大化したルワンダ愛国軍 (RPA ルワンダ愛国戦線 RPF の軍事部門 ) の適正規模までの縮小と DRC から流出した民兵 (Armed Group:AG) の動員解除と帰還の推進が 政治 治安 経済的な側面からの喫緊の課題であった この問題に対応するために 1997 年にルワンダ政府はルワンダ動員解除 社会復帰プログラム (RDRP) を開始し 2004 年末までに RPA 1994 年以前の旧政府軍の兵士 (ex-far) DRC で活動していた民兵 (ex-ag) の 3 グループの計 33,945 名が除隊された (2012 年 3 月末現在の除隊人数は 68,418 名 ) この中には障害を持つ元兵士が多く含まれているが RDRP におけるこれらの障害者に対する支援は 医療支援およびリハビリテーション器具の支給に限定されており 社会復帰を促進する技能訓練支援は含まれていない また ルワンダにおいて障害者に対する技能訓練を実施している機関は限定されており 障害を持つ元戦闘員を社会的 経済的にコミュニティに融合していくための制約は大きい かかる状況を受け ルワンダ政府からの要請に基づき JICA は 2005 年 12 月より 3 年間の協力期間の予定で 障害を持つ除隊兵士の社会復帰のための技能訓練プロジェクト を開始した プロジェクトの目標 目的技能訓練を通じ 障害を持つ元戦闘員がコミュニティに復帰するための経験 知識が RDRC および STC において蓄積 共有される 裨益者の特性ルワンダ愛国軍 RPA(2002 年以降はルワンダ国軍 :Rwanda Defense Forces=RDF) 1994 年以前の旧政府軍の兵士 (ex-far) DRC で活動していた民兵 (ex-ag) の 3 グループの中で障害を持つ元戦闘員という 紛争中敵対関係にあった元戦闘員全てのグループを対象とし 分けずに技能訓練を提供していること 主要な活動等 (1)STC における障害者の受入れ能力の強化 (2) 障害を持つ元戦闘員の技能習得 (3) 障害を持つ元戦闘員のための技能訓練改善のために STC における障害を持つ元戦闘員に関する情報を蓄積 分析 活用するシステムの構築 主要な成果 1) 2008 年 8 月時点で 技能訓練を受講した障害を持つ元戦闘員の累計数は 923 名 当初想定していた 800 名以上の障害を持つ元戦闘員が技能訓練を受講するという目標はすでに達成 2) 2008 年時点で 技能を活用して仕事をしたことがある者は 189 名 (75%) 3) 卒業後に組合への参加 家族や近隣コミュニティとの関係改善 出自の異なる元戦闘員相互及び元戦闘員と市民の関係改善が見られる 紛争との関係におけるプロジェクト開始 実施のタイミング ( 紛争中 停戦合意 / 和平合意から * 年後等 ) 1994 年 7 月にルワンダ愛国戦線 (RPF:Rwandan Patriotic Front) が権力を掌握して 11 年後 ルワンダ動員解除 社会復帰プログラム (RDRP) の開始から 8 年後 ただ 対象が拡大し 和解や国民統一が意識された RDRP ステージ 2 が開始されてからは 4 年後 2-44
