図 1 自然資本の評価と運用のフレームワーク 以上はこのフレームワークの手続き的構成である その手続きを成功させるために さらに 2 つ の重要な骨組みが組み込まれている ひとつはフィールドワーク及びそれを地域から世界へつなげる 実践的ネットワークの仕組みである プロセスのすべての段階において 地域の住民やコミュニティ やボランティアや研究者がフィールドワークに参加する フィールドワークの成果は地元の人々のネ ットワーク 地方から中央までの行政ネットワーク NPO や科学者による支援ネットワークで交流 拡大される もうひとつの骨組みは フレームワークを実装するための科学の方法である 目録作り の段階では地図 画像 テキスト ローカルの知識を取得し メディアとして表現するコンテンツを 構築する必要がある 評価の段階では 空間情報の重ね合わせ ゾーニング サンプリング スケー リングを行い 価値として計上するためのメソッドを確立しなければならない 第 3 の管理の段階で は計画や制度を設計するために開発 保全 修復 再建の効果を分析し シナリオをシミュレートす るモデルの開発をもとめる 第 4 のマーケッティングの段階では 多くの人 企業 組織にこの仕組 みを利用してくれるように 市場メカニズムのことを研究しなければならない このように プロジェクション プロセス プロシージャー パーティシペーション プロダクツで 構成されるレイヤ インベントリイング アセスシング マネジジング マーケッティングで構成され るプロセス フィールドとネットワークを統合した組織体制 メディア メソッド モデル メカニズ ムで具体化された科学の知見によって 自然資本の評価と運用の基本フレームワークが作られた 9
